An Intel Chipset wouldn't be great for GTA IV.. Matter of fact I don't think that GFX card could even run IV smoothly and fine. Nvida and ATI cards are recommended. Intel is a NO.

you need a gtx 260 or better with 1gb video ram, you also need to make your win 7 64 bit (which is free, you own a license code) 2 more gb of ram, and a quad core wouldnt hurt

if u r short on cash i can say this -

i own a relatively good PC. check my sig. i am running GTAIV with ENB without AA on my card at 1680X1050 and the performance is pretty good. smooth and playable and gorgeous. the things holding me back are these:
i am running the game on high resolution textures and with a commandline.txt file so i will have less pop-ins of objects. i'd advise u to not settle for a car that has 512mb. go for more. 1GB GPU is best. and i guess that a card that has 1GB memory will be typically good enough for GTAIV (or any other game for that matter). u dont have to go crazy with your card and get the best money can buy. i dont think u'd need it. i am doing fin with my HD4870 and the only thing is it's memory, which isn't enough.

more so i would have loved to have a better faster CPU. your CPU is definately not good enough and u will need to upgrade. better CPU means that u can have more cars on the road, use mods that put more peds in the streets, up some visual settings. stuff like that. i dont know much about CPUs but even in THAT department i think u dont have to shoot for the moon. my CPU is fine as long as im not running mods that add more peds\cars and my view distance is below 20 and the game does look and play great.

Just be careful when saying a 1Gb graphics card is what to look for, many crappy cards feature 1Gb but are too underpowered to put the memory to any use so its got to be a decent card first and foremost.
