In the Beginning...

I'm Carlo Rossi. My parents were wealthy and powerful people. They were the envy of all of Vice City, and I was to follow in their footsteps. Until one day, when a Columbian assasin brutally murdered them. My life was then in shambles, as I lost everything, and faced daily depression, until the don of a very powerful mafioso family handpicked me to join his organization. And now, I spend my days avenging my old family, and fighting alongside my new one.

The Characters

Carlo Rossi: The protagonist of the game. 28. Capo for the Vercetti Mafia. Was handpicked by Tommy Vercetti. Parents were extremely wealthy but were killed by Medina Cartel. Considers mafia his new family, but wakes up everyday wanting to avenge his parents. His two best friends are Tony Romano and Luca Pelosi. Becomes Don after Tommy's death in final mission. Has an awful habit in execution cutscenes where his pistol never has ammo.

Tommy Vercetti: The Don of the Vercetti mafia. 59. Was at war with Medina Cartel for almost 15 years. Part of gang war of 03, when Francesco and Palmero mafias split from Vercetti mafia. Gets a lot of legal woes from governor George Lee Collins and goes as far as to have Carlo kill Collins' prosecutor. Later in the game, Tommy was jailed and sentenced to death. However, Carlo and the gang rescue him. Unfortunately, Tommy dies in the last mission trying to prevent the Medina Cartel from escaping to Columbia on a large freight ship.

Tony Romano: High ranking Vercetti mafia member. 30. Best friend of Carlo. Looks and acts like a 20s mafioso. Always holds a cigar. Serious person, but doesn't panic. Runs hits and assasinations for the Vercettis.

Luca Pelosi: High ranking Vercetti mafioso. 27.Best friend of Carlo. Likes to wear a Hawaiian shirt. Polar opposite of Tony, but still very respected. Runs protection racket of Vercetti mafia. He has Carlo stalk and kill The Butcher. He also has Carlo help in the protection racket, and introduces him to street races. Also helps take down the Medina Cartel, and helped break Tommy Vercetti out of jail before his execution.

Sylvio Vicente: High ranking Vercetti mafia member. Carlo and Sylvio resent each other, and at first when Tommy made Carlo work with him, it was a disaster. In charge of drug ring of Vercetti mafia. Later, Sylvio tries to kill him and fails, resulting in Sylvio's death.

TJ Menendes: Member of Francesco mafia who is undercover as a Palmero member. Owns Palmero gambling house. At first, he makes Carlo think he is helping the Vercettis, but after defeating the Palmeros, he continues spying on the Vercetties. Tony Romano later realizes that TJ is a spy. Carlo and Tony later attack TJ. Carlo runs out of bullets trying to execute him(get used to this), so Tony kills him.

Paula Jimenez: Leader of protest against immigration laws(apparently, the Arizona law got passed in Florida). Protest covers all bridges, cab and bus stations. However, the player can bribe his way through, or take a boat.

Hilario Medina: The main antagonist of the story. 56. Leads Medina Cartel(based off Medellin Cartel). Killed Carlo's parents. Was at war with Vercetti for 15 years. Gained alliance of Cuban and Haitian gangs, and tried to kill Tommy on many occasions. In the end of the game, he and his gang tried to leave vice city on a large freight ship, but failed. Carlo confronted him and tried to execute him, but his pistol ran out of bullets(again...), and ironically, so did Hilario's uzi when he tried to kill Carlo. Carlo kills Hilario in a fist fight, fits him with cement shoes, and throws him off the boat into the ocean.

Clint Nixon: A political friend of Carlo's parents who Carlo somewhat dislikes. Corrupt politician who Carlo helps in return for weapons and supplies to take north beach from the francescos.

George Lee Collins: The governor of Florida. Tries to jail Tommy on many occasions, and lauched many investigations against Tommy in his term. He was kidnapped by Hilario Medina and held ransom on his freight boat. In the final mission, Carlo, Tony, and Luca find collins, and Carlo successfully executes him(Carlo's first successful execution), saying "FINALLY!!!!!!!!!A DAMN PISTOL THAT WORKS!!!!!!!!!", because of all the trouble collins caused tommy.

Froy Francesco: Don of Francesco mafia. Extorted and blackamiled the government. Died in battle against Vercetti mafia.

Simon Palmero: Don of Palmero mafia. Has many connections in Liberty City. Hired assasins when Vercettis had a meeting with the Gambettis. He was killed by Carlo while trying to flee to the airport.

Eric Johnson: National Guard officer that deals in army weapons like assault rifles, snipers, and the heavy artillery. Assists Carlo in several missions against the Francesco and Palmeros.

Vic Castro: Policeman who witnesses Carlo kill Collins' prosecutor. Ends up extorting Carlo, and later extorts clint nixon, until nixon has carlo kill him.

Mary rae smith: Sister of the leader of the South Beach Syndicate. She is oft abused, and helps carlo get back at her brother. After killing her brother. carlo gets mary rae as her girlfriend.

Earl smith:The leader of the south beach syndicate. always abused his sister. Typical redneck. Carlo kills earl inside his club. He attempts to execute him, but his pistol has no ammo(once again), so he stabs and kills earl.

The Butcher: A mafioso who collected the Vercetti protection money for himself, and not the gang. Luca has carlo stalk him, and kill him in a later mission.

Gangs
Vercetti Mafia: Led by Tommy Vercetti. Occupies sol island, rome island, free village, parts of the wastelands, part of little havana, and half of little haiti. One of the most powerful gangs in the world. At war with Columbian Medina Cartel for 15 years. Francesco and Palmero mafias split from Vercetti mafia in gang war of 03. In the game Carlo has to fight the Francesco and Palmero mafias. That led to governor George Lee Collins attempting to jail Tommy, and the death of collins' prosecutor. Eventually, Tommy gets the death penalty, but Carlo, Tony and Luca rescue him. The killing of Simon Palmero and takeover of north beach from the Francescos results in the Vercetti mafia being the only mafia in Vice City. In the last chapter of the game the Vercettis fight the Medina Cartel, crippling and destroying the organization, leaving the vercetti mafia and south beach syndicate as the only gangs with any power worth respecting. In the final mission, tommy gets killed, so Carlo ends up being the new Don.

Francesco Mafia: Led by Froy Francesco. Occupies north beach. The Francescos try to extort Clint Nixon, but fail. They are rivals with Palmero Mafia. Tried to use tj menendes to spy on vercetti and palmero mafias. They fight a large war in mid beach, which was ambushed by Vercetti snipers, leading to a severe demise of their numbers. The Vercettis take down the organization after an all out gang war in north beach, which resulted not only in the Francesco's collapse, but their Don's death.

Palmero Mafia: Led by Simon Palmero. Own a gambling house in liberty city, and deal drugs in little havana. Also owned a block in south beach. After defeat in mainland vice city, Palmeros tried to move into francesco territory. An all out gang war in mid beach was ambushed by vercetti snipers, resulting in a severe decrease in the palmeros numbers. Simon Palermo was killed trying to flee to liberty city.

Medina Cartel: Based on real life Medellin Cartel. Led by Hilario Medina ,56, who was the one who personally killed Carlo's parents. Number drug supplier in the world. Most of the gang is in Columbia, but their leader came to vice city after the war between them and the Vercetti mafia hit the 15th year. Occupy a large freight ship in the docks. Allied with cuban and haitian gangs in vice city. In the last chapter of the story, after breaking Tommy out of jail, all the missions are focused towards destroying medina cartel, until things go so bad for the cartel that they decide to try and leave vice city permanently, taking governor collins with them for ransom. However, as the cartel try to flee, tommy, tony, luca and carlo get on the cartel freight ship, and take down everyone on board, including Hilario Medina and Governor Collins, and effectively ending the organization.

South Beach Syndicate: Led by Earl Smith. Occupies south and mid beach. Becoming a very powerful gang. Mostly white. Carlo began to see the gang as a threat and invaded a gun storage of the SBS. He later met Earl's oft abused sister, Mary Rae, who helps Carlo with his quest in revenge for her brother's abuse. She becomes Carlo's GF after the SBS string of missions. Becomes the only gang other than the Vercetti mafia with significant power.

The Cubans: Cuban street gang in Little Havana. Gave Luca problems so he had Carlo invade the stores they protected, and take them over. After Carlo found out that the Haitians and Cubans allied with the Medina Cartel, the vercettis retaliated by robbing a cuban arms dealer. Cubans react by burning down a vercetti counterfiet building, but the fire was put out in time to save the money and machines. Little is heard from the cubans after that.

The Haitians: Haitian street gang in Little Haiti. Allied with Medina Cartel. Fought a large scale gang war against vercettis. Vercettis won, but there were equally large casualties on both sides. You can challenge a Haitian gang member to a race.

The Aztecs: Mexican street gang in mid beach. Allied with Vercetti mafia, and are supplied guns by eric johnson. Own an auto shop where you can fix, mod, or customize your car for lower price.

South Vice Robbers: Afro-American robbery syndicate/street gang. Carlo enlisted their services trying to rob Francesco warehouse.

Mainland Vice City

Free Village: Based on Liberty City, Miami. Predominantly black neighborhood. Used to be sprawling with African American gangs fighting for control, but was conquered by the Vercettis. At the start of the game Vercettis controlled most of the neighborhood, but Palmeros controlled a very popular gambling house. After Carlo takes over the Palmero gambling house, the district is under full Vercetti control, and the gambling house gives Carlo $6,000 a day.

Little Haiti: Based on real life Little Haiti. Lower middle class, predominantly Haitian neighborhood. Southwest Little Haiti however has skyscrapers and is a high class neighborhood, based on edgewater. The Haitian gang controlls half of little Haiti, while the Vercetti mafia controlled the other half. After a battle against the Haitians, neither side won, and the borders remained the same. Haitian gang members would challenge you to a street race after that mission.

Downtown: Based on real life Downtown Miami: The business district of the city. many skyscrapers, banks, businesses, shopping centers, and the mayors office. Hospital and Police station are located there. Many businessmen, and shoppers in the area. No gang influence within the area, but there are many corrupt politicians and businessmen. Extortion against them is also common. White collar crime is the norm. Vice river divides it from Little Havana.

Little Havana: Based on real life Little Havana. Most populous district, and has a very strong Cuban influence. Has a baseball field, community college, cafe, a park, and docklands. One street in Little Havana(based on calle ocho), has a cuban culture fair. Part of Little Havana is Vercetti territory, the rest belongs to the cuban gang. The Palmeros tried to establish a drug ring there, but failed miserably. Vice river divides it from Downtown.

South Vice: Based on South Miami. Can be divided into three parts. The shoreside area of South Vice has many mansions, one of them is owned by the Medina Cartel. The shoreside area is based on Coconut Grove. Northern South Vice is a touristic and weathy district. Vice State University is located there. Southern south vice isn't as wealthy as north south vice, but there are many banks and financial centers there, which are a target for the South Vice Robbers gang.

Wastelands/Badlands: swampy area south and west of vice city. Mostly swamp, forest, and lake, but there is a pier to the southwest, and many small communities connected by dirt roads throughout the badlands. The communities are controlled by the vercettis, and sometimes, you can see alligators in the swamps. The southwestern pier can be used by Carlo as a boat garage for up to three boats.

Vice Beach

North Beach: The northern part of vice beach. Vice City Mambas play in Marino Stadium there. Another point of interest is Ponce University. The area is controlled by the Francescos, but was conquered by the Vercettis after an all out gang war in the area which destroyed all Francesco influence in Vice city, and killed Froy Francesco.

Mid Beach: The middle part of vice beach. South mid beach has many parks, and is a high class neighborhood. That area is ran by the Aztecs street gang. North and beachside mid beachis even higher class and features beautiful beaches, and palm lined boulevards. The Aztecs and South Beach Syndicate have territory in this area.

South Beach: Southern part of vice beach. Many clubs, restaurants, shopping malls, and hotels there. Many fancy houses and beachside cribs. Large celebrity influence in the area. There is a large club in south beach owned by earl smith and the south beach syndicate. The south beach syndicate is the gang controlling south beach. There is a small island off the coast of south beach, and is a natural preserve.

Islands

Sol Island: The headquarters of the vercetti mafia. based on a combination starfish island in gta vice city and virginia key in real life miami. A very wealthy district populated by celebraties and other people of high importance. Residence of all high ranking Vercetti mafia members, including Carlo, Tommy, Tony, and Luca. Tommy's mansion is all revamped, and looks different in design, but is still the same in size and is WAAAAAYYYYYY more detailed. His mansion is the gang's headquarters and where Carlo gets missions from Tommy. That mansion later becomes Carlo's when he becomes Don. Vercetti Mafia protects almost all businesses in sol island. Vercetti mafia members are everywhere on this island. Carlo can enlist their services any time. Another place of interest is Sol Cafe, owned by Luca Pelosi, where Carlo takes Luca's missions, and Tony's mansion, where Carlo takes Tony's missions, and Medina Cartel missions where Carlo destroys Medina Cartel. Carlo's condo is also there, and is Carlo's first safehouse.

Rome Island:Based on Venetian islands. Artificial island that has many houses with waterfront jetties. Sylvio Vicente lives in the area, and gives Carlo his first string of missions. Uses private dock and speed boat to get drugs from freelancers, and distribute it to his gang, the Vercettis.

Docks: Based on port of miami. Nearly all buildings are warehouses. Divided into Cruise and Industrial Docks. In the industrial docks, Hilario Medina docked his freight ship, and the last mission takes place on the docks. North of the docks, there is a similar island that is undergoing heavy construction, probably for more warehouses.

La Villa de Norte: Based on North Bay Village. Divided into two islands. The east island is a high class residential neighborhood. The west side is a movie district, and many TV and radio stations are there, and there is even a film studio. South of these islands is a third island that is swampy and considered a nature preserve.

Missions

In the Beginning...

A cutscene shows Carlo's flashbacks describing everything that happened before, including his parents' deaths, his recruitment by Tommy, his making ceremony, and him fighting alongside his gang. Carlo gets a call from Tommy telling him to go to his mansion. At the mansion, Tommy has Carlo work with Silvio, his rival, in the Vercetti drug ring. Carlo reluctantly accepts, and drives Sylvio to his house in Rome Island.

Freelancer: given by Silvio

There is a freelancer in the bay that is selling drugs. Silvio wants Carlo to take the boat, and get the drugs from the dealer. Then, Carlo has to return to Rome island, and take the drugs to a drugs warehouse in sol island. Carlo gets a $100 reward, and can buy drugs from freelancers in the bay, and take them to the warehouse for a cash reward. Carlo gets access to hardware stores all over vice city.

Get Off My Land: given by Silvio

Palmero drug dealers moved in on Vercetti turf in Little Havana, and Silvio wants them dead. He gives him a baseball bat and has Carlo has to kill five dealers, and take their drugs. After doing that, Silvio calls and tells Carlo to take the drugs to a buyer in Sunshine Autos. Carlo gets a $500 reward, and unlocks car thief missions from Sunshine Autos.

TJ Menendes: given by Silvio

Silvio tells Carlo that a palmero gambling house owner TJ Menendes owes him money. He sends Carlo to beat TJ. When Carlo gets to TJs gambling den, he befriends TJ and "convinces" him to join the Vercettis, unaware that TJ is a Francesco spy. Tj gives Carlo the money, and Carlo goes back to Silvio's house , giving him the money TJ owes. Carlo gets a $500 reward, and the TJ Menendes missions are unlocked. The player can now also buy guns from underground arms dealers.

So Simple a Caveman can do it: given by Silvio

Silvio has a buyer for some pharmaceutical drugs, and he has Carlo rob a pharmacy in a community in the badlands. He gives Carlo a pistol, and sends him on his way. When robbing the store, Carlo gets a 2 star wanted level. After evading the police, Carlo gets the drugs to Silvio's house, completing the mission. He gets a $1000 reward, and can now rob stores throughout Vice City.

Ambush: given by Silvio

Carlo enters Silvio's house wondering if he has work, but can't find him. Some assasins enter the house, claiming they work for Silvio, who went to Brazil, trying to kill Carlo, but Carlo survives the attacks, and passes the mission. He doesn't get a reward, but calls Tony telling him to plan a hit on Silvio when he returns. Luca also calls, and tells Carlo to meet him at his cafe.

Cash Run: given by TJ

TJ tells Carlo he wants to "defect" from the Palmeros, Carlo not knowing that TJ is a Francesco spy. TJ tells Carlo that there is a backroom gambling syndicate in Little Haiti that is competition to the Palmero gambling den he runs. TJ tells Carlo to go to that gambling house, destroy it, and steal the money in there. After successfully putting that place out of business, Carlo passes the mission, and gets a $500 reward.

Meet the Family: given by TJ

Carlo goes to TJ, who is bored, so Carlo suggests TJ meet Tommy. Carlo and TJ drive to Tommy's mansion in Sol island, and a concerned Tommy lectures Carlo about the dangers TJ might bring. In the middle of his lecture, a police raid occurs, and Carlo, TJ, and Tommy have to survive three waves of cops trying to arrest Tommy. Watching TJ defend him so well, Tommy changes his mind about TJ, and welcomes him to his organization, having TJ spy on the Palmeros from the gambling house, not knowing that TJ is a Francesco spy. Carlo gets a $1000 reward, and unlocks missions from Tommy Vercetti.

Club Wars Part I: given by TJ

TJ tells Carlo that a Vercetti club in Sol island was taken by the Palmeros. Carlo is outraged, and goes to club. Once at the club, he clears out all the Palmeros at the club, and survives a counterattack. Carlo recieves a $1000 reward, and calls TJ, telling him to make a plan to destroy the Palmero club.

Club Wars Part II: given by TJ

TJ tells Carlo about the Palmero club, and tells Carlo to buy 10 satchel charges from an underground dealer, prepaid by TJ, and drive to the Palmero club in east coastal Free Village. Carlo gets inside the club, and arranges the charges in strategic locations, and blows up the club, passing the mission, and getting a $1500 reward. The Palmeros become hostole to Carlo.

Lying Pig: given by Luca

Carlo goes to Luca's cafe in Sol Island, and Luca tells him about a man called the Butcher, a Vercetti mobster in charge of collecting protection money. Luca thinks that The Butcher collected the protection money for himself, and has Carlo trail him but not kill him. Carlo tails the Butcher from Sol island all the way to La Villa de Norte, watching him collect the protection money, then pay off a loan shark. He goes back to Luca's cafe to tell him the news. Carlo gets a $100 reward.

The Big Habana Beatdown: given by Luca

Luca tells Carlo about the Cuban gang that has been taking stores protected by the Vercettis. He has Carlo take the stores back, and kill all the gang members inside.

Underdog: given by Luca

Luca tells Carlo about a race in the Docks. Carlo is interested, and takes a fast car to the Docks to start the race. After a lap through mainland vice city, the race ends in Downtown Vice City. Carlo wins $1000, and street racing missions are unlocked.

Dying Pig: given by Luca

Carlo goes to Luca's cafe. Luca tells Carlo that it is time to kill The Butcher. Carlo goes to The Butcher's house in Little Havana, but the Butcher tries to flee on his motorcycle. Carlo chases him, and can either shoot, or run him over to kill him and pass the mission. He gets a $500 reward.

The Pig's Revenge: given by Luca

Carlo and Luca get a drink at Luca's cafe. Luca notices a disturbance, and finds out that The Butcher's associates, armed with AKs, are invading the shop. Carlo and Luca kill them all, and the player passes the mission.

Stop the Riot: given by Tommy

Carlo goes to Tommy's mansion, and Tommy tells Carlo about a big drug shipment coming in. Unfortunately, a protest against an illegal immigration law blocked the docks' entrance. Tommy tells Carlo to taunt and start a fight with a couple protesters until they attack him. He has to lead them away from the docks, so that Tommy can leave the docks with the drugs. After Tommy gets away, the mission ends, and Carlo gets a $500 reward.

Roller Coaster: given by Tommy

Tommy tells Carlo to kidnap Paula Jimenez, the leader of the protest, and drive like a madman, until she is spooked enough to give in to Tommy's demands. Carlo gets a $1000 reward.

Bum Deal: given by Tommy

Tommy tells Carlo that they have a buyer for the drugs they recently got from the docks. Carlo and three mobsters go to the drug deal in the docks, but the buyers are revealed to be undercover cops. Carlo kills the cops, and has to drive the drugs to a Vercetti lock-up, also having to evade a 3 star wanted level. Carlo gets a $1000 reward. Tony calls Carlo, and tells him to come to his mansion immediately.

Tommy's savior: given by Tony

Tony tells Carlo that the Palmeros kidnapped Tommy, and were planning to torture him. Tony says the Palmeros were last seen in Little Havana. Tony and Carlo go to the location, and see the palmeros driving Tommy to the wastelands to drown him. The car is bulletproof, so when the palmeros take Tommy out of the car, Carlo and Tony kill the Palmeros, and save Tommy. When they drive him home, Tommy swears he'll kill the Palmeros. Carlo gets a $1500 reward.

Mr. Invincible: given by Tony

Tony tells Carlo to call TJ, then have all three of them drive to Tommy's. Tommy says that he is going to take over the Palmero gambling house, and all four of them kill everyone in the club, and take it over. Carlo gets a $3000 reward. Free Village is under full Vercetti control, and the gambling den becomes a Vercetti establishment that Carlo can gamble in.

Medina's Friends: given by Tony

Tony tells Carlo that Tommy wants to talk to him. When he goes to Tommy's, Tommy tells him that Hilario Medina is in town. Carlo wants to kill him, but Tommy said that Hilario came in peace. However, he wants Carlo to stalk Hilario. Carlo stalks Hilario to a Downtown Hotel, where he looks through the window of the hotel room. He finds Hilario and some Medina Cartel members with some Cuban and Haitian gangsters drinking champaigne and shaking hands, realizing that the three gangs are now allied. Carlo sends the news to Tommy, passing the mission, and getting a $1000 reward.

Arms Sieze: given by Tony

Tony tells Carlo about an underground dealer that supplied the Cubans. He wants to rob the dealer, hoping that it will offset a possible cuban power surge. Carlo robs the dealer of all his weapons, and drives the weapons to Tony's lockup. Carlo gets a $2000 reward, and the cubans become hostile to Carlo.

Smoke out the Rat: given by Tony

An outraged Tony yells at Carlo, telling him that TJ is a Francesco triple agent. Carlo doesn't believe him, but Tony showed him TJs cell phone, filled with calls to Froy Francesco. Carlo, angry and filled with betrayel, is outraged, saying "He played me, and he'll die". Tony and Carlo go to the gambling house to confront TJ, but TJ runs to his car, and leads Tony and Carlo to a chase all the way to the badlands. He craches his car in a tree, and Carlo and Tony confront him. The cutscene shows Carlo trying to execute him, but having no bullets in his gun, so Tony shoots and kills TJ. Carlo then drives Tony to a store in Downtown, passing the mission. The gambling house becomes Carlo's property, making $6000 a day, plus a $1000 reward. Later on, Tony gives Carlo a call saying Silvio is on his way back from Brazil.

Hit: given by Tony

Carlo goes to Tony's house, getting ready to kill Silvio. Tony gives Carlo a sniper rifle, and tells him that Silvio should be at the docks in a few minutes. Carlo wants Tony to come, but Tony says its a one man job, and he has to go to a snuff film. Carlo goes to the docks, and gets a vantage point on top of a warehouse. When he sees Silvio on a cruise ship coming back, he snipes Silvio, and passes the mission. Carlo gets a $3000 reward. He gets a call from a snuff film director, unlocking Snuff Film missions, and gets a call from Tommy, telling him to go to his mansion ASAP.

The Haitian Uprising: given by Tommy

Carlo sees Tommy who immediately informs him that there is a gang war in Little Haiti against the haitians, and he needs Carlo to help the Vercettis win. Stop the Presses: given by Tommy

Tommy tells Carlo that there is a counterfiets warehouse in la villa de norte that the cubans might rob, and wants him to guard it. When Carlo gets there, he notices that the warehouse is on fire, and Carlo has to put out the fire before the counterfiet machines burn up. Luckily, there is a fire truck nearby, and Carlo uses it to put out the fire. Carlo passes the mission, and gets a $1500 reward. The warehouse has fire damage for the rest of the game. After that, the radio talks about Governor Collins launching an investigation against Tommy.

Flee the Crime Scene: given by Tommy

Tommy hears about the investigation against him, and says that they have to get out Mainland Vice, as the FBI is coming to take Tommy. Tommy says he has a condo in Mid Beach that nobody knows about. Carlo gets a 5-star wanted level, and has to evade the FBI and angry protesters. The duo has to go to a pay and spray to lose the wanted level, then they drive to Tommy's condo in Mid Beach. Tommy says he and Carlo will have to take care of the legal business before anything else. Carlo gets a $4000 reward, and unlocks Vice Beach. The protestors are gone, and Tommy's mansion is filled with policemen, FBI, NOOSE, and CIA. Entering the mansion earns Carlo a 5 star wanted level.

Prosecution's Gone Missin': given by Tommy

Tommy tells Carlo that they have to kill Governor Collins' prosecutor. He gives Carlo a rocket laucher, and tells him that he should be at the FBI headquarters in South Beach. Carlo gets a vantage point on top of a building, and waits for the prosecutor the leave the headquarters in his car. When he exits the headquarters, Carlo shoots a rocket at the prosecutor's car, killing him. Carlo gets a $3000 reward. A policeman named Vic Castro witnesses Carlo and tells him to meet him at the police headquarters, unlocking his missions.

Lack of Evidence: given by Tommy

Tommy tells Carlo that the CIA is hiding evidence against him in its headquarters. Tommy has him find the evidence, and take it to the condo. Carlo goes to the headquarters, and has to sneak around, until he found the evidence. When he got the evidence, he gets a 4 star wanted level, and has to lose the wanted level. Once losing the wanted level, he has to take the evidence to Tommy's condo. Carlo gets a $4500 reward.

Boys Night Out: given by Tommy

Carlo goes to the condo to find Tommy, Tony, Luca, and a couple other mobsters having drinks. Luca suggests they all go out for some fun, and they do. They go to a club in South Beach, but the fun atmosphere ends when a Francesco hit man tries to shoot Tommy, but misses. Tommy has Carlo chase and kill him. When Carlo kills the hit man, and goes back to the club. Tommy tells Carlo that it is time to destroy the Francescos, and everyone goes home. Carlo gets a $4000 reward, and Clint nixon calls, telling Carlo that he has a business proposition for him.

Win-Win: given by Nixon

Carlo goes to Mayor Clint Nixon's office in Downtown, where they exchange words, and Nixon tells Carlo that he has many connections in the city, and he can help him out in exchange for some work. Nixon tells Carlo that there is a businessman that is running a billion dollar fraud. Carlo suggests arresting him, but Nixon tells Carlo to pull off a heist. Carlo and a small crew goes to a skyscraper, where the businessman lives. They goes to the cash vault, and steal all the money. They get past security, and get the money to Nixon's office. Carlo gets a $2000 reward. Tommy later calls, telling him to go to a jetty in North Beach.

Phony Replacement: given by Nixon

Mayor Nixon informs Carlo that he and Governor Collins have large political differences, and that Collins wants to replace him. Nixon says that Collins's assistant is interviewing possible candidates in an office Downtown. He wants Carlo to pick up the candidates in the mayor's limo, and Nixon's men inside the limo kill them. Nixon's men then leave, and Carlo has to drive the car into the bay to win the mission. Carlo gets a $3200 reward.

Clear 'em Out: given by Nixon

A foreign gang occupied a city building project in south beach, and nixon wants Carlo to kill them, and destroy their vehicles. When Carlo gets there, he shoots the gang members, and destroys their vehicles. A group of gang members try to escape on a van, and Carlo has to chase them, and do a drive by on them, destroying the van and passing the mission. Carlo gets a $3000 reward.

Your End of the Deal: given by Nixon

A displeased Carlo reports to Nixon's office unhappy about Nixon not helping him. Nixon tells Carlo about a Francesco armory in North Beach. He tells Carlo to go to a dealer that sells heavy explosives. He goes there, and gets 4 satchel charges. He goes to the armory, and puts those chargers, at each corner, then leaves, and detonates the bombs, destroying the armory, and getting a $3000 reward.

Public Appearance: given by Nixon

Nixon tells Carlo that he has to appear at an event in Mid Beach. He wants Carlo to be his security in case things go wrong. Carlo drives the Mayor's limo to the location, and Nixon delivers his speech. Mid speech, a bunch of Francescos attack, and Carlo has to fight off the attackers. He then has to evacuate Nixon, while three Francesco goons chase. Carlo gets Nixon to the Mayor's office and the mission ends, earning Carlo a $4000 reward.

Grand Theft Truck: given by Nixon

Mayor Nixon tells Carlo that an armored truck is carrying an important package. He tells Carlo to take a van, and use it to chase the truck. Once Carlo is near the truck, Carlo is told to do a drive by, but realizes that the truck is bulletproof. Carlo is told to keep following the truck, until he is told to shoot the tires. It takes a while, but Carlo ends up popping thetruck, and immobilizing the truck. Carlo kills the driver, and puts the large package in the van, and drives it to Nixon's lock-up. Carlo gets a $5000 reward.

Who's the Snitch: given by Tommy

Tommy is in the parking lot of Marino Stadium. He tells Carlo about a possible connection between the Governor attempting to arrest him, and the Francesco hit man. He thinks that the Francescos might have had something to do with the legal problems. He wants Carlo to kidnap a Francesco, and take him to Tommy's lock-up, where he'll question him. Carlo and Tommy kidnap a Francesco, and they get a 5 star wanted level. Carlo has to lose the cops, and drive to the lock-up. Mission ends there, and Carlo gets a $4000 reward.

I Spy: given by Tommy

Carlo meets Tommy at the lock-up, Tommy tells him everything the Francesco told him. He said that the Medinas gave states, and when the CIA failed to arrest Tommy, they had the Francesco's try to kill Tommy. Tommy says that there is a meeting between the Francescos and Medina Cartel, and that they have to spy on them. Carlo and Tommy drive to a house in North Beach, and spy on them. The Medinas and Francescos talk, until a Medina notices the duo, and shoots at them. Carlo and Tommy run to the car, and drive to the condo. Carlo gets a $4000 reward. Tommy tells Carlo to visit a fight club in Little Havana, because the next job will require a lot of stealth.

Fight Club:

Fight club that teaches Carlo about stealthiness, and how to fight without being noticed. Carlo has to pass every task in order to advance to the next mission. Carlo can also use it to enhance his weapon skills.

Big Brother: given by Tommy

Carlo meets Tommy at the condo, where Tommy tells him that the traditional means of spying are too risky. He tells Carlo that the CIA has access to all information all over the city. He tells Carlo to infiltrate the headquarters, and hack into the system. Carlo, takes the hacking technology, and stealthily goes to the CIA control room, where he uses the technology to hack into the system, and quietely gets away, and drives to Tommy's passing the mission. If Carlo makes too much noise, gets spotted, or uses firearms in the mission, he fails. Carlo gets a $4000 reward.

Three Way Fight: given by Tommy

Carlo meets Tommy at the condo, who has spent all day looking scanning for info with the hacked CIA technology. He realizes that the Francescos and Palmeros are fighting in an alley near Ponce University. Tommy tells Carlo to take a bunch of men, and spoil the fight. Carlo, and two other cars full of mobsters go to the fiight location. Carlo directs the crew to enter an abandoned building on the side of the alley, and snipe everyone in the fight. The mission ends when everyone is dead, and Carlo gets a $5000 reward.

Wear it With Disgrace: given by Tommy

Tommy tells Carlo that he needs the Medina Cartel and Francesco Mafia to fight each other while he deals with the legal woes surrounding him. He wants Carlo to pose as a Columbian, and kill ten Francescos in North Beach. Carlo gets the Columbian clothes from Tommy, and shoots the Francescos. When he kills all ten, he can hear another Francesco saying, Don, we got a problem. Carlo gets a $6000 reward. Tommy later calls telling Carlo that there is an arms dealer by the name of Eric Johnson that wants to help him.

Palmero no More: given by Eric

Carlo goes to an old house in North Beach, and is surprised to know that Eric is an army officer. Eric tells Carlo that he wants to end the war in Vice City, and he wants the Vercettis as victors. He gives Carlo an M4 and tells him that he will give army weapons to Carlo for a low rate. He tells Carlo that the Palmero's last bit of territory is a block in South Beach. Carlo goes to the territory, and starts a gang war. After winning, you will never see a Palmero on the street, and Carlo gets a $3000 reward.

Have You Met the Aztecs?: given by Eric

Carlo goes to Eric's where Eric tells Carlo that he needs to deliver a van full of guns to the Aztecs gang, who have a lock-up in North Beach. Carlo drives to the lock-up, and is greeted by some Aztecs. The greeting ends when some Francescos invade, and try to steal the van. You and the Aztecs have to defend the van fo 2 minutes before passing the mission and getting a $4000 reward.

The Heavy Artillary: given by Eric

Eric tells Carlo that a popular beach resort in Mid Beach has been taken over by the Francescos. Eric given Carlo a minigun, and tells him to kill 30 Francescos. When he does that, Carlo gets a $4000 reward.

Fight the Power: given by Eric

Eric tells Carlo that the Aztecs are planning to take Francesco territory in mid beach. Carlo has to help the Aztecs fight, and eventually clears out a Francesco block. After that, the mission ends, and Carlo is given access to the Aztecs Mod Shop. He also gets a $4000 reward.

Gun Runners: given by Eric

Eric tells Carlo that the Francescos stole his latest shipment. he wants Carlo to chase the Francescos down, and get the guns back. When he chases the truck down, and gets the guns, he drives to Eric's and passes the mission. He gets a $5000 reward.

Debtor Too Long: given by Vic

Carlo goes to the police station to meet Vic. Vic lets Carlo know that he is the boss, and that Carlo would do anything he tells him to do. Vic tells Carlo that he once let a serial killer get away in exchange for a bribe. That bribe never came, so he wants the killer dead. He tells Carlo that the killer lives in a condo in mid beach, and tells him to give the killer a taste of his own medicine. Carlo goes to the house and kills the killer, passing the mission.

Golden Opportunity: given by Vic

Vic tells Carlo that some criminals stole gold from the Treasury, and Vic wants the gold. He tells Carlo that they are at the parking lot in Marino Stadium. Carlo kills the gold thieves, and takes the truck full of gold back to Vic's lock-up, passing the mission.

Fire-Man: given by Vic

Vic tells Carlo that some rival of his has been giving him threat. He gives Carlo a flamethrower, and tells him to burn the guy's house down. Carlo drives to the house on South Beach, and burns it down with a flamethrower. Then he gets out before the house collapses, passing the mission.

Unwanted Visitors: given by Vic

Vic tells Carlo that three "ambassadors" are visiting from some Middle Eastern country. Vic thinks they are terrorists, and wants Carlo to kill them. When Carlo kills all three, he passes the mission, and gets a phone call from Vic telling him theyre done, to Carlo's delight. Nixon later calls, saying he needs to see Carlo.

Corrupt Bastard: given by Nixon

Nixon tells Carlo that a bunch of thieves stole a large cruise ship, and Nixon wants it back. Carlo uses a helicopter to get on the boat, and kills everyone aboard, realizing in the process that the boat was never stolen. He takes the boat to the docks. At the docks, a party of some prostitutes headed by Nixon gets on the boat, and an outraged Carlo finally tells Nixon off. He calls him a corrupt bastard, who mooched off Carlo, and never gave Carlo his share. Tommy calls after the mission, inviting him to his 60th birthday celebration.

Party Gone Wrong: given by Tommy

Carlo arrives at the condo, where a party is taking place. Tommy tells everone about previous adventures, mostly ones in 1986. In the middle of the party, a CIA raid occurs, and Tommy is arrested. He is taken away by the CIA, and Carlo has to to fight off the rest of the CIA that are trying to arrest the rest of party. Tommy is now in Vice City Penetentiary in South Beach, and facing a lot of charges. Carlo is now in charge of the organization.

Don Carlo: given by Carlo

Carlo is at the condo in Mid Beach. He angry at Tommy being arrested, and nervous at being in charge of such a large organization. He invitesTony and Luca, and they tell him that he should continue doing what Tommy would've done. They tell Carlo about a cash warehouse in South Vice that belongs to the Francescos, and suggest to Tommy that he rob it with the help of the South Vice Robbers. Carlo goes to South Vice, and enlists the services of the gang. Then, they break into the warehouse, and use an armored van to take the cash to the condo. Carlo gives the Robbers their cut, then goes inside, passing the mission, and getting a $10000 reward.

Simon Has Left the Building: given by Carlo

A mobster runs into Carlo's condo telling him that Simon Palmero is trying to go to Liberty City. Carlo wants him dead, and the mobster tells him he is leaving his mansion in North Beach, and driving to the airport. Carlo has to chase him down, and do a drive by. After the car is damaged enough, Simon tries to run away, but Carlo shoots him, setting up an execution cutscene. Carlo tries to shoot Simon, but his pistol has no bullets, so he executes him with a machete. Carlo gets a $12000 reward, and gets a call from Nixon, who apologizes to Carlo, and says he got Carlo a new mansion in shoreside South Beach, where he wants Carlo to see him.

The Newest Threat: given by Carlo

Carlo hears news about a new gang in South Beach, called the South Beach Syndicate. He they are gaining power quickly, and Carlo wants to stop them. The SBS have a luxury car dealership in north beach, and Carlo wants to destroy it. Carlo gets a van, and goes to an arms dealer to get a car bomb. Carlo goes to the garage underneath the car dealership, and gets away from the area, before detonating the bomb. In a cutscene afterwards, Carlo sees Earl Smith, leader of the gang arguing, but turns his attention to his sister, Mary Rae. Earl pushes her down, and drives away. Carlo greets Mary Rae, who tells her she had enough of the abuse from her brother, and will help her defeat the gang. Carlo gets a $12000 reward, and can get SBS missions.

I got the Arms: given by Nixon

Carlo goes to his new mansion, and is surprised at how good it is. Nixon tells Carlo that he is going to help the Vercettis defeat the Francescos, and knock them off the map. Carlo tells him that to take over an entire district, they'll need more arms. Nixon suggests stealing four army vehicles; one tank, one army helicopter, and two army trucks filled with weapons. Carlo steal the two trucks and takes them to his garage, he takes the tank to his backyard, and he lands the heli on top of his mansion, and getting a $12000 reward. When Carlo and Nixon talk in front of the house, a police helicopter lands, and vic castro comes out, and demands a million dollar bribe to be delivered to the police station.

Million Dollar Bribe: given by Nixon

Nixon is preparing to deliver the bribe to Vic. Carlo tells him not to, telling him that vic extorted him too, and he wants revenge. He takes a fake bag, and goes to the police station. When he meets Vic, Carlo tells him that he can't give the bribe there, due to the proximity of policemen, so they go to Vic's house, where Carlo tries to kill him, but misses. Vic tries to run away, but Carlo chases after him, and shoots him, earning a $8000 reward.

Arms Import: given by Nixon

Nixon tells Carlo about the richest gun runner in Vice City, Fat Sammy, that holds an army sized arms depot outside Vice City. He gives Carlo a bag of cash, and tells Carlo to buy the arms Fat Sammy has. Fat Sammy says the arms will be there in a week or so. When they agree, a police raid occurs, and Carlo has to protect Fat Sammy. When the mission ends, Carlo gets a $12000 reward.

First Date: given by Mary Rae

Carlo sees Mary Rae at her house in south Beach. Mary Rae says she wants to go out with Carlo and wants to leave the SBS. Mary Rae suggests they go to the country music festival, and a highly reluctant Carlo agrees. at the festival, a couple SBS members notice Carlo, and attack him. Carlo has to kill the attackers, and he flees back to Mary Rae's, ending the mission, and getting a $8000 reward.

Dumb Redneck Bastards: given by Mary Rae

Carlo goes to Mary Rae's house, to see the result of a horrific beating her brother's gang gave her. Carlo wants revenge, and he goes to clear out three SBS houses and kill everyone there. After that, Carlo gets a $12000 reward.

Your Drugs are No Good Here: given by Mary Rae

Mary Rae tells Carlo that the South Beach Syndicate are starting a drug ring, and are transporting coke to a warehouse in North Beach. Carlo has to destroy three coke vans before they reach their warehouse in North Beach. After Carlo does that he gets a $8000 reward.

Ill Save You: given by Mary Rae

Carlo goes to Mary Rae's, but she is not home. He calls her number, but a redneck picks up. Carlo realizes that the SBS kidnapped Mary Rae, and goes to the High Palm club, owned by the SBS. He goes there, and clears out the entire club. Then Carlo enters a room, where Earl Smith is hitting Mary Rae. Carlo shoots Earl, until an execution cutscene is set up, where Carlo runs out of bullets, reloads, and decides to let Mary Rae kill her brother. Carlo and Mary Rae leave the club. Carlo gets a $16000 reward, and has Mary Rae as his girlfriend. Also, Fat Sammy calls, and tells Carlo that the weapons are ready.

Aks, M4s, and all that is nice: given by Fat Sammy

Carlo goes to Fat Sammy's, and gets the weapons shipment. Carlo gets into the truck full of guns, and gets a 4 star wanted level. Carlo has to survive the wanted level, and lose it,then has to go to his mansion. After that, Carlo passes the mission.

The Battle of North Beach: given by Carlo

Carlo, and an army of mobsters are in Carlo's house, getting their weapons, while Carlo gives them a motovational speech. Carlo, a convoy of mobsters, a tank, and a helicopter go to North Beach, where a massive gang war occurs. After advancing to the heart of north beach, Carlo notices Froy Francesco trying to flee up a building. Carlo is assigned to chase him, and he chases him up the building, but isn't told to shoot until they got to the roof. At the roof, Carlo shoots Froy, until an execution cutscene is set up. Carlo tries to execute a very wounded Froy, but runs out of bullets, so he pushes Froy off the building, killing him, and passing the mission, getting a $20000 reward. The Francescos are eliminated, and the Vercettis are the only mafia left. Nixon later calls.

Drug Havoc: given by Nixon

Nixon tells Carlo that the Medina Cartel are distributing coke all over Vice City, and needs Carlo to destroy 8 drug dealer vans before they make 50 combined drug deals. When Carlo passes the mission, Carlo gets a $24000 reward. Afterwards, Carlo gets a call from Tony and Luca saying that Tommy's verdict will be reached.

Tommy's Big Break: given by Carlo

Carlo, Tony, and Luca meet at Carlo's mansion to watch the result of Tommy's case. The jury found Tommy guilty on all charges, and sentenced him to death. An outraged trio decides to put matters into their own hands, and free Tommy. They have a large group of mafioso distract the cops, while the three sneak into the jail, and release Tommy. When they get to Tommy's cell, they see three cops trying to evacuate him, but the cops are killed, and Tommy is rescued. The four steal a police car a have to drive to Carlo's mansion. Luca drives, and Carlo is in the backseat shooting at all the cops, FBI, and CIA, as they have a 6 star wanted level. Carlo and the gang kill all the cops by the time they get near the mansion, and only a helicopter is left. Tommy tells the gang he's got this. He takes out a granade, cooks it, and has it detonate in mid air,next to the helicopter, destroying it, and passing the mission. Carlo gets a $15000 reward.

Home Invasion: given by Tommy

Tommy tells Carlo that the Medina Cartel were the one's responsible for the legal problems, and they are allied with Governor Collins. He tells Carlo to visit Luca and Tony back in the his house. First though, he wants Carlo's help in taking back his mansion. Carlo and Tommy drive to Sol Island, and get to Tommy's Mansion. When they get there, they have to defeat the CIA deployed there. When he destroys them all, they take back the mansion, and Carlo gets a $25000 reward. He then gets the mission from Tony and Luca.

Drug Heist: given by Tony and Luca

Tony and Luca tell Carlo that there is a van coming from the docks containing Medina Cartel coke. Carlo gets to the van as it drives around, and highjacks it, taking it to the Vercettis drug lock-up. Carlo gets a $2500 reward.

Watchful Eye: given by Tony and Luca

A Vercetti spy was caught by the Medina Cartel. Tony and Luca need her back, so they have Carlo infiltrate a Medina warehouse at the docks, and rescue the spy. When the spy is rescued, several Medina vans give chase, but Carlo gets to his house in time, with the spy. Carlo gets a $3000 reward.

Wildfire: given by Tony and Luca

The Vercetti spy tells Carlo that there is a large forest of coca plants in the badlands, which is a major source of income for the Medina Cartel. Carlo and the spy jack a helicopter from the hospital, and they take the heli over the forest, where Carlo throws down molotovs over several locations until the entire "forest" is on fire. Then, the two get back, and Carlo passes the mission. Carlo gets a $4000 reward, and the helicopter on his helipad.

Blow the Blow: given by Tony and Luca

Tony and Luca inform Carlo about 8 storages all over Vice City. They give Carlo satchel charges, and tell him to use them to destroy the warehouses and the drugs inside them. Carlo finishes the job and gets a $5000 reward.


Drug Wars-Part 1: given by Tony and Luca

Tony and Luca tell Carlo that the three of them have to move the drugs to a safer location, as it is well known where they are. The three drive to the Sol Island lock-up, and when they open the door, a bunch of Medinas ambush them. The trio destroy the attackers, tand drive to the new lock-up in free village, while being chased by medinas. Carlo gets a $4500 reward.

Drug Wars-Part 2: given by Tony and Luca

Tony and Luca want to destroy the Cartel, and got a tip about a Medina ship carrying coke towards the harbor. Carlo, Tony, and Luca board a helicopter, with Luca flying the heli, and fly to the boat. Once there, Carlo and Tony have to shoot everyone on board. After killing three waves of Medinas on board, the Vercettis take over the ship, but they then have to defend against a Medina counterattack. When they destroy the counterattack, Carlo takes control of the ship, and gets it to the docks, passing the mission. Carlo gets a $22500 reward.

Takeover: given by Tony and Luca

Tony and Luca tell Carlo that the stronghold of the Medina Cartel is their Large Mansion in shorside South Beach. They tell Carlo that when they conquer their house, they'll be forced to leave. The three leave for the mansion, and have to fight in a large firefight to conquer the house. When they do conquer the house, the mission is passed, and Carlo gets a $60000 reward. Carlo gets a call from Tommy, telling him to come to his house, and the radio announces that Governor Collins has gone missing.


Victory at a Price: given by Tommy(Detailed version)

Carlo gets to Tommy's mansion, where Tommy, Tony, and Luca are waiting. Tommy tells them all that the Medinas are hanging over a cliff, and that its time to destroy them, and win the war for good. Tommy then gets a call from a spy, teling him that the Medinas are trying to flee to Columbia, and regroup. The quartet decide to destroy the Cartel now, knowing the dangers of allowing the Cartel the regroup. The four get into a car, with Tommy driving, Carlo riding shotgun, and Tony and Luca in the back. Tommy drives the group to South Vice, where the Medinas were preparing to leave. A convoy of Medinas are fleeing, and Carlo and the gang try to shoot and destroy the Cartel. When they get close to the docks, only the lead car should remain, and they are way ahead of the Vercettis. The surviving members go up the bridge of the ship. The bridge falls, and the ship begins to steer away.
"Oh sh*t" says Luca, "They're gone. At least they left Vice City for good."
"Oh, they'll be back" says Tony "But its not like we can do anything now."
"Yeah", says Carlo "We might as well turn around now. Wait, Tommy, what are you doing?"
"Winning the War" Tommy says, while speeding the car over a ramp. While the car is in mid air, a Columbian gunman shoots Tommy with a shotgun, then jumps into the ocean. If you look, you can see him swim towards the docks. The car lands, and an outraged Carlo gets out of the car, and says he'll kill everyone. The three have to kill everyone on board. Eventually, they kill everyone on board, and get to the hull. Carlo says he'll go right, and Luca and Tony will go left. Carlo kills everyone in his path, and gets to Medina's room. A cutscene occurs when Medina and two bodyguards are listening to Columbian music.
Hilario turns off the music. "Did you hear something?"
"Nah." said a bodyguard.
Carlo storms in the rookm with a pistol, shooting the two bodyguards, killing them, before trying to shoot Hilario, before realizing that once again, his pistol is out of bullets.
"Oh sh*t, now of all times", said Carlo.

"You son of a bitch. I was waiting my whole life to kill you."
"Just like the way I killed your parents"
"You killed my parents"
"They tried to take down the Cartel, nobody takes down the Cartel."
"Watch me" Carlo punches Hilario. A fistfight ensues and Carlo finally kills Hilario in a fist fight.
A long cutscene occurs. Carlo drag Hilario's body to the deck, and fits him with cement shoes. Carlo says "This is for my parents, this is for Tommy, this is for me." Tony and Luca come from the hull, Tony holding a tied up governor, and Luca carrying a large briefcase.
"Look who I found" Tony says.
"Governor Collins, you corrupt son of a bitch. You ruined Tommy's last days. Time to die." Carlo successfully executes Governor Collins.
"FINALLY. A GOD DAMN PISTOL THAT f*ckIN WORKS" says Carlo.
"Look what I got in the case" says Luca, who opens a briefcase filled with cash.
"K. We'll split that." says Carlo "What are we gonna do about Tommy. We can find a way to take him with us. Hey, whose in the heli?"
Mayor Nixon lands, "Woa, look what happened here. Damn, you killed the governor, and a couple hundred Columbian dudes. Well, we'd better get out of here before the cops come."
"We'll get Tommy" said Luca. Luca, Carlo and Tony get Tommy's body in the helicopter. Carlo leaves the helicopter.
"Come on Carlo, get in here" said Nixon
"Just one more thing" says Carlo. He gets the Governor's tied up body, and throws it in the water. Then he gets Hilario's and also throws it in the water. "Okay, lets go" Nixon, Luca, Tony, and Carlo leave the ship with Tommy's body. The camera shifts underwater, looking at Governor Collin's lifeless face, and to Hilario's body, with the eyes wide open. The credits roll. The mission ends when Carlo is back at Tommy's mansion, which is now his, and Carlo becomes Don. Carlo gets a $2000000 reward.

Im sure hes referring to the statement said by Dan Houser stating that GTA:III era characters where dead, although he never stated specifically which ones. The direct quote was 'According to Dan Houser, "virtually none of the characters from the previous games returned, as a lot of them are dead anyway."' So there is still a chance Tommy Vercetti lives.

yet in a later interview when faced with the names written on the wall in the hove beach safehouse, one of them being, 'R.I.P. tommy' he said that was a little joke for our fans, showing them that these characters are dead. i could be mistaken, but i seem to remember that confused.gif

the way I see it, claude fled to anywhere city after many attempts on his life, tony either fled to sicily or got jailed as the leones fell, tommy vercetti became the kingpin of vice city, same for cj except cj is san andreas, and we all know what happened to vic, so thats what I think happened.

tj menendes is an undercover member of the francesco mafia( a sect that defected from vercetti in the gang war of 03) who infiltrated the palmero mafia(another sect) and later the vercetti mafia until killed by tony romano.
hilario medina is the leader of the medina cartel, and the one who killed carlo's parents. Gets killed in final mission while trying to escape to columbia on a freight ship in a fist fight(carlo's pistol ran out of bullets-running gag of the game)
tom payton is an army officer who helps vercetti mafia.
vlad castro is a cop who extorts carlo and later clint nixon until nixon has carlo kill him.
mary rae smith is the sister of earl smith, leader of the south beach syndicate. ends up being carlo's girlfriend after carlo helps her get away from her brother's abuse.
aunt rossi is carlo's not very rich aunt, who took care of carlo after his parents were murdered
cousin alberta carlo's drug addict cousin
george lee collins: governor of florida. tries to jail tommy on many occasions.
harold perry: governor's prosecutor that carlo killed
gangs:
vercetti mafia: led by tommy vercetti. at war with medina cartel. francesco mafia and palmero mafia defected from them in gang war of 03. occupies sol island(based on star island), docklands, free village(based on liberty city, miami), most of little haiti, and half of little havana. the events of the game led to carlo killing harold perry, the destruction of francesco and palmero mafias, tommy's arrest, carlo breaking tommy out of jail, the destruction of the medina cartel in the final mission, and the sole control of mainland vice city at the end of the game.
francesco mafia: led by froy francesco. split from vercetti mafia in 03. controls north beach. at war with palmero mafia. sent tj menendes to infiltrate palmero and vercetti mafias. defeated after an all out war in north beach.
palmero mafia: led by simon palmero. split from vercetti mafia in 03. controls a casino in free village, and a block in south beach. vercetti took over palmeros casino, and carlo killed simon, thus ending the gang.
medina cartel: led by hilario medina. at war with vercetti for over 15 years. no official territory in vice city. headquartered and originated in columbia. #1 drug supplier in the world. allied with cuban and haitian gangs. has mansion in banana beach(coconut grove), and has a large cargo ship in the docks. tried to hold governor ransom. After a series of mission given by tony and luca to destroy medina cartel, the cartel tries to flee to columbia, but tommy, carlo, luca, and tony, somehow get onto the ship. Tommy dies, but the rest of the quartet kill everyone on board, including hilario medina, and the governor, who was killed as revenge for putting tommy through all the legal woes and troubles.
south beach syndicate: a new, prominantly white gang that is surging, and gains serious power in mid and south beach. led by earl smith. Carlo attempts to destroy gang with the help of mary rae smith, earl's oft abused sister. in the end of the SBS string of missions, mary rae becomes carlo's girlfriend.

And just because the era's different doesn't mean that all the characters are automaticall dead. In GTA 1, el burro was there, and he was also in GTA 3. Claude was in GTA 2, but he was also in GTA 3.

The graffiti doesn't prove anything, because it doesn't have to prove anything when the game is set in a different, rebooted canon. The characters aren't necessarily dead; most likely, they haven't existed, and that is implied with any canon shift.

Well, he did say it, and the wall does say RIP tommy we will miss you, and you never hear about tommy ever again, even though his game was before everyone elses except vic's who we know is dead, and he was based loosely on scarface, his saga was anyway, and so, maybe he is dead? It's possible at least.

Well I don't think Tommy's dead, because he pretty much ruled vc all by himself at the end of the game. The graffiti was probably just a joke. and it can't be about different canons, because we had two GTA III characters(claude and el burro) who were in previous games. Just can't see why it can't happen again.
