Both PC's aren't even close to meeting the requirements, so no and no.

You need a desktop PC to play GTA IV. Not a Laptop.

Viom I understand you kinda exaggerting for more effect, but it'd run very smoothly on SA.

It will run SA smooth as long as there is no Intel Integrated videochip.
But GTAIV will never run on these laptops.
