Yeah LJ all the way - where was Packie during "Out of Comision", or "A Revenger's Tragedy"? LJ put his life on the line, with no hesitation and was there for Niko at The fatal wedding, ushering Niko away.
And he's damned funny

I personally prefer Packie, but that's just because I can't understand Jacob 90% of the time.

To me Jacob seems to be much closer to Niko on a personal level. The relationship they have IMO is quite similar to what Ceasar, and CJ had in SA. Jacob seems like the type of person who would take a bullet for Niko if it were the case.
Packie seems more like a trustworthy business associate than a close, and personal friend. Sort of like Avery in Vice City.

If in the next GTA game you were to play as either Packie or Little Jacob, then that may be a tough call. Little Jacob would be an awesome character (even if you could barely understand him), but he just doesn't seem like the guy that would gain a lot in the end. Packie on the other hand would be able to accomplish a lot, but he lacks the likeness of character in which Little Jacob provides.
Either way, they're both great characters in their own respects.
