On with the topic!

Vehicles will be in alphabetical order (with pictures in progress) & information on where it spawns in traffic, in missions and parked and the rarity value that goes with it;

--- 'In traffic' means if NPC's can be found driving it in normal traffic. This includes vehicles summoned by the player (ambulances, firetrucks, police, army)
--- Parked means that no one is driving it when found
--- Set/fixed parking means that only this vehicle will be able to spawn at this parking (for example the greenwood in front of Sweet's house is a set parking)
--- A mission includes all actions that are required to achieve 100% completion (import/export included) and girlfriends

Common: Vehicle spawns anywhere both in traffic and parked and is driven by almost all types of population
Fairly common: Vehicle spawns in fewer areas and is not often found parked
Uncommon: Vehicle spawns in only a few select areas and a few parkings
Rare: Vehicle rarely or never spawns in traffic and can only be gotten consistently trough a mission and/or a (few) set parking spot(s)
Very rare: Vehicle can only be gotten trough a mission OR in ONE set parking spot (if both, then it will be rare)
Nonexistent: Vehicle can only be spawned by a cheat device/software


I hope to also add which vehicles can help in spawning other specific vehicles and try to explain generally the spawn system used in San Andreas

I'll edit as I go, feel free to add your own info, you'll get credited for it and marked this color underneath. Or even parking points! You will be noted for your info & help.

No data means that I'm don't know whether it appears or not because I haven't checked.

The closest the rating is to 1, the easier it is to obtain this vehicle.

Nonexistent vehicle: Automatically 0 rating
All other vehicles: Minimum rating of 1

There can be multiple ratings, in which case the lowest one will be used.

Missions:

Must start a mission in the LS segment: +0.5
Must complete a mission in the LS segment: +1 (Do not add the 0.5 of the previous point, same goes for the other ones)
Must unlock San Fierro: +2
Must start a mission in the SF segment: +0.5
Must complete a mission in the San Fierro segment: +1
Must unlock Las Venturas: +2 (Add the +2 from unlocking SF)
Must start a mission in the LV segment: +0.5
Must complete a mission in the LV segment: +1
Must start a mission in the Return to LS segment: +1
Must complete a mission in the Return to LS segment: +1.5

The LS, SF, LV and Return to LS segments are calculated from the moment you have this mission open to you. So for example to get the Dune, the rating would be 6 (minimum of 1 + unlock SF + unlock LV + complete LV mission) because you get access to the stadium once LV is unlocked (yes I'm aware you can complete it when it's still locked off, but I don't take that into account here)

Other:
Player must summon it: +2
Has a set parking (in a mission or not): -1 (only if rating >= 2, otherwise no change)
Has an irregular parking (in a mission or not): +1
Is in a locked area (Naval Base, Area 69) OR player must summon with wanted level: +3

Common: x1
Uncommon: x1.4
Rare: x1.8
Very rare: x2

WIP: Vehicle spawning system

San Andreas uses a few files to determine what cars are used. The first one is cargrp.dat. It tells us which cars can be used by which population group. There are 28 groups (32 if you add the 4 that are used by cheats). In theory all cars mentioned should be spawned at a moment or another but this isn't exactly the case; the Phoenix is in the "causal rich" group but apparently no one ever seen it in traffic. This is because it's at the end of a big list of cars which all get spawned before it because they are more common and because of the limits I will talk about now.

Another file is popcycle.dat. This one will set, for an area, a number of peds, cars, and percentage values for each 2-hour slice of the day. This allows us to determine in a population group, what will be the percentage of cars from a car group. Let me explain this a bit further. Popcycle.dat sets a number of peds and cars for an area. For example, at noon there will be maximum 19 peds and 15 cars in the "busy entertainment" area (this corresponds to the strip in LV). Those peds and cars are separated in 4 groups: dealers, gangs, cops and others. Dealers and gangs are only seen in Los Santos, so they are not very important. Cops only drive cop cars at spawn so we can forget about them. The "others" group is divided in several subgroups. These subgroups are those mentioned in cargrp.dat. The popcycle.dat file also specifies a percentage of subgroups for the "others" group. For example, still in the busy entertainment area, 40% of the others group will be "causal rich" type. This means that there will be a maximum of 6 causal rich cars on the road at a given moment. This is the limit I was talking about. Since the cars that are already on the road have an influence on the spawning cars (though it is unknown how it works out yet), cars that are in more groups tend to be seen more often, and those that are in just one group, like the Bus and the Phoenix, never spawn.

"Push", "Group" Effect

How to use it: since I have noticed that driving a car of a certain group makes cars of that group spawn more often (or so it seems), you can use this list to "push" the spawning system into a direction you want. For example if you drive a Stafford around the strip, you'll notice that rarer sports cars spawn more often (definitely more often that if you weren't driving that car). The purpose of this list is to use less rare cars to make rarer cars spawn.

Also looking at this list, you will notice that by wiping out the ballas you'll make the majestic "disappear" because they're the only ones to drive it. Another vulnerable gang car is the Tornado which is drove by the LSV. Although it's also in another group, it's in the same situation as the phoenix where the group is so large it never gets spawned. So I'd suggest you save one instance of those cars whenever you can.

Some random notes about which cars help spawn which (not confirmed at all)

I do not know the intentions of WAR potatoes when he created this topic. But no, I'm not expecting this to replace Ottae's Vehicle Database.

This is pretty much filling what's left; parking spawn points, found in missions, found in traffic and a overall rating of its rarity.

A handy tool is the GTA Savegame editor. If you load a normal save in it, you can go in the "zone" tab and select a zone. It will then tell you what population group is set for this zone (the "type"). You can use this together with the other tools effectively. One thing I did was try to spawn a bus. I looked at who drove it and it was only the workers. I then took a look at popcycle.dat to find out that the highest concentration of workers was found in the "industry" type of zone. After this, I looked at the zone editor. One place I found is the area east of the LS airport. Finally, I checked in the "workers" group what other less rare vehicles could be used to place all the chances on my side. I decided to use the towtruck which has a fixed spawn location at the bottom of mount chilliad. I drove it all the way to the area I spotted and drove around. Less than 3 minutes later, I had a bus. So unless I was really lucky my method is pretty solid. Unfortunately I haven't tried with other vehicles.


BTW, the cargobob does spawn on top of the helipad, but each time I tried to reach it, it disappeared when I went through the building in which you have a fight with the army during Up Up and away! suicidal.gif

I've also had the Cargobob spawn at K.A.C.C fuels before. But sometimes after or before (forgot which) in the mission 'Up, Up and Away'. It gets replaced by a Leviathan; well in my case...

Missions: "Wear Flowers In Your Hair" - Dwayne's hotdog stand. Achievable once you reach the SF garage in the end of the mission.

Hustler
Traffic: Only spawns at LV,specifically at the front of Four Dragons Casino,and near Royal Casino.
Parking: Only parked near Las Venturas's famous casinos and hotels. (if like above,it spawns in traffic)
Missions: Girlfriend missions. Denise's Robinson personal vehicle. Drivable once you get 50% of the girlfriend mission percentage.
Rarity: Uncommon.


Bloodring Banger
Traffic: None
Parking: None
Missions: Blood Bowl in SF Stadium. It spawns near it once you survive 1 minute in "Blood Bowl" without leaving the Banger in the stadium.
Rarity: Very rare

To add to the List...

The Black Boxville for Burglury in Las venturas spawns here.

The License Plates on the Broadway in Ice Cold Killa reads, "HO 2 HO"

Two Cement trucks are Parked here.

A one-time-only FCR is parked here.

There is a special Fire truck with a ladder in the SFFD.

Adding to Greenwood in traffic, it spawns in the outside parts of Las Venturas, by the homes. Also spawns here.

A Mesa is parked here.

Multiple Sweepers spawn here and one here.

A Tampa is used in the Non-Storyline Mission, "Puncture Wounds",

A Tornado can still be obtained after all the Vagos have been eliminated. You need to activate the "Traffic is
sh*tcars" cheat. It'll spawn eventually. Kind of hard to find.

Unless WAR potatoes wants me to add special cars, like Sweet's Greenwood with his unique license plate, or the 'Gold' license plate, a Hotknife without the 'gold' can only be obtained by Vigilante or cheat (Just info you may want to know). Yeah, there's a heap of unique cars around, like proofed cars and cars with unique license plates and what not...

How to push it to spawn: Drive [Infernus, Cheetah, Banshee, Super GT, FCR900, Windsor, Jester, Stafford, Alpha, Slamvan, Phoenix] in the aforementioned traffic locations and one will appear eventually.

You asked for help on the FCR 900. The best areas would be Prickle pine, Paradiso and Richman (but there are a few others although less interesting). It also spawns in northern LV for the I/E.



Here's also an improvement suggestion for the topic. The rarity is indicated, but not the difficulty to obtain it. Hence, although the Phoenix is very rare, it's quite easy to obtain. Therefore, I suggest that a difficulty rating is added. Here's how I see it in my mind:

The closest the rating is to 1, the easier it is to obtain this vehicle.

Nonexistent vehicle: Automatically 0 rating
All other vehicles: Minimum rating of 1

There can be multiple ratings, in which case the lowest one will be used.

Missions:

Must start a mission in the LS segment: +0.5
Must complete a mission in the LS segment: +1 (Do not add the 0.5 of the previous point, same goes for the other ones)
Must unlock San Fierro: +2
Must start a mission in the SF segment: +0.5
Must complete a mission in the San Fierro segment: +1
Must unlock Las Venturas: +2 (Add the +2 from unlocking SF)
Must start a mission in the LV segment: +0.5
Must complete a mission in the LV segment: +1
Must start a mission in the Return to LS segment: +1
Must complete a mission in the Return to LS segment: +1.5

The LS, SF, LV and Return to LS segments are calculated from the moment you have this mission open to you. So for example to get the Dune, the rating would be 6 (minimum of 1 + unlock SF + unlock LV + complete LV mission) because you get access to the stadium once LV is unlocked (yes I'm aware you can complete it when it's still locked off, but I don't take that into account here)

Other:
Player must summon it: +2
Has a set parking (in a mission or not): -1 (only if rating >= 2, otherwise no change)
Has an irregular parking (in a mission or not): +1
Is in a locked area (Naval Base, Area 69) OR player must summon with wanted level: +3

Rarity multipliers:
Common: x1
Uncommon: x1.4
Rare: x1.8
Very rare: x2

Examples:

Minimum x Rare (reason I don't add the +2 of "player must summon" is because there's a set parking!)

Broadway: 1 * 1.4 = 1.4
Minimum x Uncommon (don't remove 1 because the rating is too low to allow it)

But I understand it. (Well I think I do) This really reminds me when I played a RPG on the Xbox for the 1st time, KOTOR. All these multipliers and such.

BUT I don't get the start and complete 'LS, SF, LV' mission part.

Like the Vortex in that mission when you chase OG Loc? It spawns in LS as a reward. So for that do I add a 1?
Just explain that to me. I only do that for cars only obtainable in missions? That includes races.

Also the Buffalo doesn't get me. The only spawn point for it is in Fern Ridge, but you would of unlocked SF. So I add a +2 to it and -1 to it?

Well for the vortexes and karts, you'd need to have unlocked LV first (+4) (because the mission is in the return to LS part of the game) then after the mission is finished (+1.5) all those vehicles get a fixed spawn (-1). That makes it 5.5 x 1.8 = 9.9. Even if the vortex spawns in LS, you still need to unlock LV to do the mission.

So any mission that takes place in the Return to LS part (all after A home in the hills, including it) will need to be added +4 because you have to unlock LV first to progress there. It may seem a bit strange at first, but it's only logical. You can't go from SF to RTLS in one go, you have to complete LV first. Think of it as a measurement of how far you have to be in the game to get access to that vehicle.

And you don't have to unlock SF for the Buffalo. Even the "Badlands" part takes place around there, it's still part of the LS island and therefore accessible from the very beginning of the game. Therefore the Buffalo would be at 1.4.

Many of the vehicle mentioned here are special/unique and they appear only once in missions and Bullet proof vehicles faq by Systemerror guides towards the various methods to obtain them.

For eg; the Everything proof Admiral which appears in the mission Los Sepulcros, or the EP(Everything proof) Buffalo & Maverick which appear in the mission Misappropriation, so on & so forth.

I've seen one parked at Dillimore , not very regular , I've never seen a driver ped park and
leave it , so I don't know to consider it a parked location
