Setting:

The game is set on the fictional island city Salonta. It's in the Carribean, just of the American east coast. I've drawn a quick map with paint. It's mostly ghetto (the yellow areas on the map), but also some rich Las Venturas like neighborhouds with casino's. Tourists from all over the world travel to Salonta for the casino's (business district). It's the second largest gambling paradise, Las Venturas being number one.

Northwest of the island are some islands (Paradise Estate) where rich people reside.

In the beginning of the game, the danger of a hurricane is the reason the roads have been blocked off. First your only playground are the eastern ghetto's, the most poor ones, then you unlock the rich neighborhouds with the casino, then the western ghetto's (which are slightly less poor then the eastern ones) and the Paradise Estate islands.

Crossing the blocked roads will cause a 6 star wanted level.

The weather is often sunny, but sometimes very, very stormy with thunder and rain.

The game is set in the present.

Eastern Ghetto's

Dave's first house is here, aswell as Sean's house. It's a very big ghetto like the one we saw in SA (Ganton). There are several streetgangs (both black and hispanic) located here, including 1k (One Crown), Sean's gang. Sometimes the Real Gangstaz show up here.

Rich neighborhood

Jason's penthouse is here, together with many, many companies, casino's and restaurants. All casino's are located on the strip. The casino Jason buys later in the game is also located on the strip.

Western Ghetto's

Spread out ghetto's and streetgangs, both black and hispanic. The neighborhood is a little bit less poor then the eastern ghetto's.

Story:

The protagonist is Dave Carlson, the black bodyguard of Jason Darius, a black professional gambler. Dave grew up in the ghetto's, involved with a street gang that has gone under with the years, and now still lives in the eastern ghetto's. Note that he isn't a gangster like CJ anymore, just someone who lives in the ghetto. In the beginning of the game, Jason is on vacation in Vice City, which is why Dave is at home in the ghetto's.

Darius asked Dave to visit his younger brother Sean Darius, who also lives in the eastern ghetto's. Sean is the leader of the One Crown, or 1K streetgang. The gang isn't doing so well and Darius asks him to help Sean out. Dave does some errands for Sean and you get introduced to the game.

Some missions after that, Jason returns from vacation, pissed off that he can't go to his penthouse in the rich neighborhood. Jason stays at his brother's house for some time, bored. In the meantime, Sean is trying to organize the Hispanic and Black streetgangs in the eastern ghetto's so that the ongoing gangwars will stop. He manages to do this, and they all follow his lead.

The roads to the rich neighborhoods open, and Jason returns to his penthouse. There are some missions where you protect him (you're still his bodyguard ofcourse). You also learn how to gamble yourself.

After some time, Jason decides to buy a empty building on the strip and turns in into a casino. You help him get slotmachines etc. and Jason gets his casino up and running.

The roads to the western ghetto's open. Sean tries to get the western streetgangs to join him, but they feel insulted and try to kill him. A gangwar between to eastern and western ghetto's begins. Most of the fighting is done in the rich neighborhood, which is unluckily in the middle of the two territories.

Sean deals some heavy blows to the western gangs, crippling them.

In the last few missions, the western streetgangs attack Jason's casino, burning down the whole interior. Dave tries to save Jason, who's trapped in the top floor, but is to late and with Jason's burned body, he walks out of the casino.

As in all GTA's, you avenge him. Together with Sean and his gang, you attack the eastern ghetto's. It's a massive battle, involving the whole area. Fires in the buildings etc. like during the LS Riots. The leader, who organized the hit on Jason's casino, escapes in a speedboat. You chase him together with Sean, in the same speedboat. His boat runs out of gas near the one of the Paradise Estate islands. More of the leader's goons are there, and after another heavy fight, the leader is trapped. Sean and Dave finish him off.

You see the credits, but there is one more mission. It's a cutscene, involving Jason's funeral and that he leaves you his casino - a empty building.

You now have your own casino, which you can remodel (choose your own theme), and you get the profits. Sean now owns all the territory, and his gang serves as protection for your casino. You can call Sean and ask for some thugs if you're in need of them.

Gameplay:

-The game will use a bit of IV's realism and a bit of SA's over the topness. It will not involve jetpacks or planes though smile.gif
-The cars in the ghetto's will be crappy, and the cars in the rich neighborhoods will be expensive.
-Internet, TV, radio.. it's all there.
-You can replay missions like in CTW.
-If you have less then a 4 star wanted level and cops are trying to arrest you, you can bribe them on the spot.
-The casino gameplay will involve choosing the theme of your casino, collecting the profits and doing some small-time jobs like picking up a truck of gambling stuff. This is not required.
-Shooting and driving will follow IV's way.
-No more going out with friends. You can find girlfriends on the internet though.

Gangs:

Eastern ghetto's gangs:

-One Crown / 1K, Sean's gang. Their color is yellow. Their race is black.
-East Side Boyz: African-American gang from Eastern Salonta. They are one of the largest gangs on the island and control most of the area in the eastern ghettos. The East Side Boyz are not above drug-dealing, murder, prostitution or any other form of crime. They run several crack houses and back-alley brothels on the eastern side of the island. Their color is blue.
-Some other small gangs, black and hispanic.

In the end of the Eastern ghetto's chapter the gangs all unite under the name 1K, and the color yellow.

Rich areas:

-Lupisella Family: One of Liberty City's oldest and most powerful mafia families. The Lupisella Family in Salonta is run by 54 year-old Giorgio Cavalieri. They are a recent arrival in Salonta and having been gradually gaining influence over the past couple of months. The small-time mob run a casino on the Salonta Strip as well as an paper factory (front for an illegal money printing operation) on the northern side of the island. In one of the missions, you rob the Lupisella paper factory.
-A rich Jamaican guy has a Rasta themed casino on the strip. He leads a small Jamaican gang, hanging around in and outside of their casino.
-Real Gangstaz: A bunch of rich white guys trying to be like the black/hispanic gangs. They are a total joke. They're not involved in the story at all, they're just there to make you laugh. Sometimes they can be seen in the ghetto's, where the real gangster will make fun of them. They are unarmed.

Western ghetto's gangs:

-A lot of small gangs like in the eastern ghetto's. They are all independent but when it's really needed they listen to the leader of the biggest gang (the one you kill in the end)

Paradise Estate islands gangs:

-A Colombian drug cartel, who run the smallest island.

-The Russian Mafiya run the most northern island. They use it to distribute drugs, to Salonta and to the rest of the country.

Side Missions:

-Taxi missions
-Casino/Sean missions. Both are unlocked after Jason's funeral. The casino missions involve doing some errands for your own casino and the Sean missions involve helping Sean out with his gang. You can call your casino manager/Jason to get a job, or you can wait for them to give you one. You can reject if they call you. These are the biggest sidemissions. Each will have like 100 unique missions.
-No vigilante missions. You'd end up killing Seans guys.
-Races which are actually fun this time
-A drug dealing system like in CTW
-Arms dealing. You get a car with weapons in the trunk. Drive to a random location with not much peds around. People will come and buy weapons, untill you run out / the cops show up.
-Robberies, like in Vice City.
-Robbing banks. You walk in the bank with a gun, someone gets you the money and you walk out with a six star wanted level. If you kill a hostage the SWAT will invade the bank. If you got Sean's crew with you, they will actually take part in the heist. Ski mask required.

Money:

-Remoddel your casino
-Buy safehouses
-Buy weapons
-Buy clothes, haircuts and tattoos
-Gamble. There's no limit to how much money you risk
-Buy and mod cars
-A new phone, a really expensive one: $5000

Cars:

-At the Pay'n'Spray, you can actually choose the color you want your car.
-You can buy cars in showrooms, then choose which safehouse you want it to spawn.
-You can modify cars like you could in SA, but now with 10x the options.
-You have garages again, no more cheap parking spots smile.gif

Safehouses:

-Penthouses and a luxury villa in the rich neighborhoods.
-A luxury villa on the biggest island of the Paradise Islands.
-Cheap houses in the ghetto's, including Dave's own house where he grew up.
-You have the ability to rent hotel and motel rooms.

Extras:

-You can call Sean for some back up. Once you got the backup with you for the first time, you can go to a gun shop and buy them new weapons, which they will use untill you get them a new one.
-No more going out with friends.
-There is internet again, accesible in TW@ cafe's in the business district, your mobile phone (full screen, don't worry) and your expensive safehouses.

I assume this is based on Caribbean-like islands (the ghetto/tourist area combination reminds me of that)?

I like the idea, but it may not have the big, well-known city characteristics that other maps have.

I still like it a lot though.

Don't really know much about American cities, just let my own fantasy work.

I like it. Reminds me of Santa Catalina Island, California. It even has the casinos like the one in Santa Catalina. I love the idea of including high-rise rich areas next to the ghetto; as it has the potential for lots of social commentary on top of the traditional GTA parody.

Is there going to be an "Salonta Strip" where all the casinos are located? I think that would be an interesting area; especially if they're all open and free to gamble in. That would be awesome - it was something San Andreas was lacking.

Interestingly enough Salonta is an city in Transylvania, Romania.

Can we expect to see any other types of gangs in Salonta? I'm not complaining - I just think that having one or two gangs is going to get a little old, pretty fast. We need to good variety of organizations in order to keep us interested.

Maybe the mafia could own a casino in the rich area? Or a drug cartel who operates out of Paradise Islands? Caribbean Posse (if it's set in the Caribbean, that is)?

Glad you like it smile.gif

Yeah, I meant there was a strip, just didn't use the word strip. I will now.

Made up the word/name Salonta myself.

I'll do the gangs tomorrow or something. The eastern and western ghetto's are split into several smaller gangs, hispanic and black. The name easter/western is the name of them together. The eastern gangs are, after Sean unites them, called 1K btw.

Did you know about it being a city in Transylvania? As if you did that would definitely drag R* into a new era and canon if they had the balls to relocate GTA to Romania. Now I would like that, could be cool.

No I did not know it. It's not set in Romania.

Also, I added some gangs.

What year is this going to be set in? Modern day or do you plan on adding a little bit of nostalgia for us older gamers?

Also, have you decided that this is going to be set in the Caribbean (judging by the drug cartel and Jamaican business man)? Mind if I make a few suggestions for gangs/gang names/casinos?

Have you considered how you're going to physically separate the three/four different districts? I know that an impending hurricane is the reason for them being closed-off in the beginning, but what is going to stop the person moving from one area to the next before he is prompted to do so?

I mean, in Vice City, there were bridges that you couldn't cross - what do you plan on doing for Salonta, since it's all one island?

I came up with a few ideas for gangs:

East Side Boyz
African-American gang from Eastern Salonta. They are one of the largest gangs on the island and control most of the area in the eastern ghettos. The East Side Boyz are not above drug-dealing, murder, prostitution or any other form of crime. They run several crack houses and back-alley brothels on the eastern side of the island.

Lupisella Family

They are a recent arrival in Salonta and having been gradually gaining influence over the past couple of months. The small-time mob run a casino on the Salonta Strip as well as an paper factory (front for an illegal money printing operation) on the northern side of the island.

That is all I could think of for now - I'll come back with a few more soon. smile.gif

Too add to jacky's suggestion above for the no bridges, you could simply say, in these simple words for now, Terrorist attack in the middle of the island in so and so. Police are investigating, They place barriers across the whole main junction roads that acces the other top of the island etc. If you are caught getting over their is a chance a bomb will go off and kill you, thats why police are investigating carefully and stuff. Thats all i got so far...just an idea though happy.gif

I added your gangs, awesome Jacky.

If you cross the roads that have been blocked off for the hurricane thread, you get a 6 star wanted level.

How about Los Cajas (literally: the funds) for the central area? Sort of pokes fun at the rich are for it being a tourist trap and basically there just to make money. Maybe smaller areas within the district could be named after something to do with money (something like the names of Presidents' who appear on dollar bills).

I'm adding a new map. I made some neighborhoods, if you got a name just tell it and I'll add it (say which neighborhood and which name). Also looking for names for the small islands.

Oh, and I'm looking for names for the western and eastern ghetto's and the business district.

@Jacky, sorry, don't really like Los Cajas. Doesn't really sound like a business district..

So if you got a name for one of the smaller islands, one of the neighborhoods I've marked on the map or the ghetto's/business district itself just say it and I'll add it.
