Use TXD Workshop to extract the .nif and .nft files from the IMG archives, and NifSkope to convert them to more standard formats. Rename the .nft files to "(filename)tex.nif" to allow NifSkope to open them.
There's a few props and things that it doesn't work on, but it seems to work with all of the character models.

I think you'll need to use alexanders decrypter first. After that you'll be able to open them without problems. Topic

or some tool that reads coordinates from in game and puts a blip on an external map tool
also might be able to rip from game the radar and expand the viewable area to the whole map
I would like this kind of tool for all the games (III,VC,SA,IV,EFLC)
(i know III doesn't have an in game map but maybe the radar trick could work for that game)
Not sure if any of this is possible
But i do know that Gta III console and VC console can take coordinates from the game now if it could just have a map included and use those coordinates to show player position on it that would be awesome
I just got all the games from III all the way to episodes from liberty city for pc wow i love them more on pc than i did on the consoles

It's for GTA VC, more specific, GTA Myriad Islands for VC.
Or is there another way to step thru the bars of a cell ??

As far as i know, it's impossible, sorry.
But why would you wanna do that ?
DYOM is the best and it's a finished project, so i don't understand.
