As you know, there's pretty much everything same driving on the streets. My question is, can it be changed? Can it be changed to make Willards or busses driving on the streets at different time?

Thanks.

Sure you can.
GTA has a pool of possible cars driving arround.
This is set in the cargrp.dat
You can edit which vehicles are driving arround.

But i think you cant get rid of the problem that cars appear more than 1 time on screen.
There are duplicated to save some RAM i think.

Best line in this file would be the one for the multiplayer.
Nearly all cars are active in this case.
Even SultanRS and the infernus which are both cut of in the "normal" traffic...

Sometimes it's ridiculous though, I did the race mission of Brucie where he gives you "Steve"'s comet for winning, I drove back to my apartment and there were comets EVERYWHERE all parked around my safehouse and everyone was driving them too.

I've seen it where the same bike was lined up all along a street like it was someone's obsessive collection too. But it's no big deal.
