F*ck yeah baby. Singapore would be an ideal location for a game like this. The island itself is not that big, so it wont be a problem modeling something not far from the orignal. The layout of the island is also very curvy and bumpy, which is great for racing on. Also, it would be an ideal location for R* to make a lot of smaller islands for exploration, surrounding the main island.

1) It was hardly touched in San Andreas. It was there, but it was clear that R* spent the least amount of work on it, in terms of missions landscape/graphics.
2) Isolation. All the GTA games have been islands. If it was something like Chicago it would be hard to pull off. Yeah, you could do an invisible wall, but that would be lame. With Venturas, you could do an endless desert. Just like the ocean on all the other games. Or if you're on a road it's like a never ending highway with no traffic. Drive for 10 minutes and turn around to find you're right where you started.
3) There's an ass-ton of culture. So much material to draw from, it's not even worth explaining because you already know.
4) It's rife with crime and crimelords and money and greed and cars and women and all the things GTA is famous for. Vegas is sexy.

What I would like to see however is the 50s in south east USA (like Louisiana and Alabama). There is plenty of parody ripe for the pickin' there. Elvis, Sputnik, the cars.....yum.
