I doubt it would be any European city, as they don't really capture the comedy aspect of the mass marketed, cheaply advertised, wholesale loving economy of America. Which we have all come to love as part of the comedic value of the GTA franchise.
I would strongly expect it to be a return to an american city.. I think they would also try and go with a different lighting style, Liberty City is quite grey lots of dull colours in the environment. Perhaps they would do something a little more colourful, they're are plenty of vibrant cities out there: Tokyo would be an interesting location... and it's a massive conurbation.

I can just imagine riding down the street and driving by a park and see some Jamaicans or Haitians playing soccer, and getting in trouble with some Creole or Honduran cartel.
The thing is though, there are like no gangs in New Orleans... it's just organizations and crime families... it's like IV's rendition of Liberty City. It would be crazy you would go to Jackson Square and rob somebody and go to to the East or the 9th Ward and random peds will have AK-47s and pistols with extended clips and everything.
but it would have to be present day because I don't care who you are... unless you had some atom bombs or something, there's no way you could do the stuff you do in GTA in 1994 New Orleans and live... it would be unrealistic. Plus the government would be pissed off.

How come no one has thought of Philadelphia? id love to see that! (and no, not the main charecter as "the fresh prince or jazzy jeff" haha but that would be a cool side charecter duo lol)
Maybe play as an ex sports star who got rejected due to drug problems and getting in the wrong scene outside of it, he trys to get himself together, but due to his past he gets forced to participate in some major deals??
but in my own little world, it would be awsome to see GTA:South Wales!! haha be funny, instead of shooting the pidgeons go round and snipe off the sheep!!! Join the 'Soul Crew' (football hooligan society)

How the hell would you know? San Andreas was by far the most popular and best selling GTA before IV came out.
Millions would love to see San Andreas again. And the next GTA doesn't HAVE to be Vice City.

Gta 4 isnt repeating a city. Its a new city with the same name so when ppl say that they dont want the old cities....they are

With Miami, Orlando, New Orleans, Houston, Havana and Port-au-Prince as the main cities. Doubt it is gonna happen though. What concerns me most about the next GTA is if R* are finally going to give us enough ways to spend cash...imagine playing on this map and being able to buy yachts, any apartment, all kinds of vehicles, your own air/seaport or business or f*** it why not Disneyland?

You know I like that idea although with Rockstar re-creating these areas in their own images and names though. They could do a similar job to San Andreas as in call the game the state or area name for instance Ventura Isles or something. I just feel that if Vice City has to come into it atleast go to town and expand it so its more then just Vice City.

-Vice City: In the '80s, no. That setting's been done to death. However, a modern Vice City could be possible, incorporating elements of the Dirty South.
-Las Venturas: Tied with Los Santos as my favorite idea yet. The glitter of Vegas didn't really come through with the graphics on the last-gen consoles - it could really use a next-gen makeover. Bonus points if it's set in the late 1970s, with a plot based off of Scorcese's Casino and references to blaxploitation films.
-Los Santos: Rockstar could go all-out with its social satire in this grand palace to American popular culture. It's changed dramatically since 1992, so now there are new targets. Where there were once the Crips and the Bloods, there's now the Latin Kings and MS-13, and where there was once 90210, there's now The OC and The Hills. The main character would have to be Latino.
-London: How can you go wrong with one of the most distinctive cities on the planet, especially one with a crime problem like London's? Simple: you can't. Unlike most foreign cultures, Britain's is fairly well-known to most Americans - after all, they used to be our colonial masters. We should easily understand most of the cultural nuances, and as for those we don't (football firms, for example), we should have no problem picking them up. A modern London setting is up there with 1970s Las Venturas and modern Los Santos as one of my favorite ideas.
-Tokyo: Japanese culture would be impossible to translate for Americans. There's just too much of a gap between the way we think and the way they think in Japan. This is the same reason why nearly any Asian locale (with the possible exception of Hong Kong) is unsuitable for a GTA game - the culture is just too radically different from our own.
-San Fierro: This city doesn't have a storied history of crime, which is a fatal flaw for a GTA setting. It's a shame, too - San Fierro was arguably the most beautiful city of the GTA III era. The only era that San Fierro would work in would be the late 1960s.
-Seattle: Same problem as San Fierro. What do you think of when you hear of crime in Seattle? Microsoft monopolizing the software industry?
-Chicago: Now this is a city famous for producing world-class criminals. A Prohibition-era GTA set in Chicago would be appropriately gritty, and its setting in the Roaring Twenties - just before the Great Depression - would offer plenty of opportunity for satire on our current situation. There's just two problems, though. First, Mafia did this setting first, and it did it pretty damn well. Secondly, a key ingredient of any GTA game is its selection of radio stations. Most people probably won't be that pleased with listening to jazz, classical, and big band throughout the game. Concerning the idea of a modern Chicago: it just wouldn't work. Not only is it too similar to New York, it might also elicit comparisons to Saints Row's Stilwater, which is supposed to be based on Chicago, Detroit, and other Midwestern cities.
-St. Louis: It's got a big crime problem, sure, but it's just not a very recognizable city. Plus, there's the Saints Row comparisons to worry about.
-Houston: This city's big, but it has no personality to speak of. It's just endless suburbs. If you want to do the Dirty South, do a modern version of Vice City.
-New Orleans: No. Just no. Not even Rockstar's brave enough to go there.

Get over VC and SA. Its in the past. Move the hell on. Yes, they were good and great and wonderful but you all are limiting the possibilities. Why in the world would you want to replay the same two games, the same two maps when there could be something bigger and better?!
