[REL - SCR] Frozen Liberty City

It's now the two year anniversary of my most popular and favorite mod, Frozen Bone County. Since then I delayed a bunch of mods, cancelled some, and in general just saw a decline in my own work. I'd like to think that has ended, and I have made a mod that I am truely satisfied with and proud of. Something I haven't done since FBC. So go, enjoy, leave feedback, whatever.
UPDATE: Thanks to Steavor and AK-73, the mod now has realistic snowfall! It is included in the new version, which has other small tweaks as well.

Anyway - I'd love to play it, seriously. A winter-themed GTA:LC would be a great addition for holidays.
EDIT: I will try this out when i'm on my desktop pc.

The 'Snow' state replaces the 'Stormy' weather state which is not used by GTA3/LC anyway, so there's no downside at all.
The custom snow texture (named boats_08) needs to be put into particle.txd to be recognized by the tool, then you're ready to go.

I'm kinda tired so I don't have time to constantly configure and tweak the settings files to get snow to appear..so if you can
somehow get it to work, maybe post the code here or upload the files themselves, I might update the mod to include them.
Is there a way to have snow without the GTA3 lighting though? I'm sure many people love it, but personally I really like the LCS/bright
look that's in the early versions of LC. Anyway, I think the modified rain texture I made will make due for now, but if we can get some more realistic looking snow in there that'd be even better.

The lighting is influenced by the tint values (tables at the end of the config file). They can be turned off (= set to VC default) by setting global setting C to 0.
That means changing the first line from
0 0 1 00 to 0 0 0 00

EDIT: Yeah 3 uses 8-bit textures. Now I'm not too sure, but I believe attempting to convert my 32 bit textures would seriously downgrade the quality and just make the whole thing moot.

I like snow in LC also
I have small idea.
If there's snow everywhere, could You please, edit handling.cfg so that cars would skid. It would add more realism to the game.

As you can see, I had considered such a mod myself but never got around to doing it myself because of other projects. If you need some mem hacking to enable additional snow fx, you got a coder. Just pm me.
PS Maybe you could re-use some stuff from the old GTA3 Max Payne Mod?

You should remake the road textures more white and texture them in photoshop .
