What is default.ide?
Default.ide is a file for the cars in the game, like where they drive around, what wheels they use, wheels size,etc. It's pretty easy to work with. You can make the game more real by when you replace a car in the poorfamily group (E.G: Idaho) with a sports car, and make it drive around the islands with the rich cars.
What are we going to mod?
We are going to be modding the idaho to have some different wheels. Here is description in default.ide.

So the idaho's wheel identifier is 256. We will be given the idaho the cheetah wheels, which are 250.
Open up default.ide (located in C:\Program Files\Rockstar Games\Grand Theft Auto Vice City\Data\default.ide)
However, before you open it, copy it, then make a folder in your vice city folder called Backup. Now open it, make a folder called normal default.ide, and paste the orginal default.ide in there. Then go and open up default.ide in the data folder.
Search for the idaho's line in default.ide, and it's normal line is this.
131, idaho, idaho, car, IDAHO, IDAHO, null, poorfamily, 10, 7, 0, 256, 0.64
It's all in one line, i couldn't fit it here.
The 256 is the wheel identifier for the idaho. Change it to 250 for it to have the cheetah wheels. Then save the file.
You can however make cars have there custom wheels (only car mods and you must have the Dmagic wheel mod which can be found here
If you set a cars wheel identifier to 249 and it has no wheels moddeled on in the .DFF file, it will appear with no wheels.
