Which are unknown files?
let's see, aLMOST 90% of GTA archives are editable. If you wanna make a tool you first have to know what will be it use for. Then (ofcourse) know how to program tools. And then start making it.

have a GTA SA Ultimate Editor style of programme, that opens and edits aspects of the game
DFF export/import, TXD view/import/export, GXT, DAT, IDE and so on
but make it capable of modding all of the GTAIII generation games
GTAIII, Vice City, San Andreas AND the limited ammount of the Stories games, that has been worked out
most of the code for these functions has already been programmed, it would just be a matter of seeking author permission, and publishing a single app that allows for it all
