I heard you can create skins for GTA Vice City.

1. How do you do it?
2.Can you get into the army base with S.W.A.T. or army uniform.
3.How do you open it?

If it's a skin you downloaded, then no. Anything you download, unless it specifically modifies a game aspect, will have no effect to gameplay.

To create different skins, go into your program files, go into Rockstar Games, and into Vice City, then into the skins folder.
for instance:
C:\Program Files\Rockstar Games\Grand Theft Auto Vice City\skins

Make a copy of the file that is in there, then paste it on your desktop, rename it to whatever you want, and then edit it with paint/whatever. Cut and paste it into the skins folder (be sure that it has been renamed), open up vice city, go to options, then select the skin.

Please please please do a thirty second search...

As for question 2, thats already been answered.
Question 3...What?

Please don't bump old threads unless you can add something to the conversation (topic is a month old) and you essentially repeated (incorrectly) part of omega's post

Since you are a new member you are forgiven...
