It would be better to make it into a San Andreas mod (or a Vice City one),
Actually that's what I meant: building a conversion on top of the GTA: Liberty City mod for Vice City. That would already give a moddable Liberty City environment. I haven't played GTA Advance myself, but looking at the maps it seems to be a reasonably faithful translation of the GTA3 Liberty City into 2D top-down format. Portland seems to have the most differences.

And there wouldn't need to be any modding to the game, just adding things.

Actually, Rockstar wouldn't need to keep the top down view! Has anyone played Need For Speed: Most Wanted on GameBoy Advance or Driv3r on GameBoy Advance? They both use absolutly fantastic 3D engines, and they don't have top down views. They both have more then acceptable framerates too. The Driv3r engine is more of better proof that this conversion would work, because there's lots of cars, pedestrians and guns involved in the GameBoy Advance version. But, yeah, it would work.
Where can you get Driv3r for GBA?? The game sounds awesome, now im wondering wich is better between GTA and Driv3r for the GBA!

Well, it's easier said than done. But I agree with Helegad, a remake would be cool. Would it be possible to mod the GBA cartridge/ROM?

But isn't GTA Avanced the same thing as GTA 3 but a GBA version??
Yeah the same city, Liberty City.
GTA Advance has different top down views however no Third Player View like GTA III
The Graphic is very simpler, thanks the slow gameboy advance processor, the use only sprites.
And Last the cars are different (Brit and Monster Truck, Formula 1 are not in GTA III).
Me attracted attention that every car has 3 colours, this can be edit in carcols.dat
Thats as doleful that you can extract Files from Gameboy-Roms, the only thing what you can do is, take screenshots or videos, i have the rom and you play it on Visual Boy Advance
It's not thus heavy to change the hud (Weapon-Icon, Font)
GTA III is dark city and in GTA Advance is all so bright (edit the timecy.dat)
When you want the car from Advance you must do their ows, and thats all lot of work, you can edit the textures.

Wouldn't it be cool if they made a remake of GTA: Advance? They could add the stats (stamina, muscle, fat, etc) from San Andreas, put in a couple of planes, add a few resturants and gyms, sprinkle with a few more ways to make money (betting, casinos, import-export garages, etc), dash with a few more cars, the list goes on. Any thoughts on this?
that would be awesome!!!!!!!!

3dsMax can create cutscenes and create characters voices by some voice changing software.
With Sanny Builder missions is not hard to create.
Nowdays modeling is super easy and we already have most of LC in 3D.
To create weapons a little programing skills is needed.
All of that requires some skills, but I am shore that it is posible to gather modding team for that.
That all is needed to create awesome 3D III era game.
