Edit SA hidden graphic and traffic settings with the neat little program. Contains an easy to use interface and plenty of help modding SA's graphical and traffic conditions. It allows you to edit really all settings that may slow your somputer down. I would highly recommend it for thoughs with slow computers wanting there game to be fast, and though with fast computers wanting a bit more grunt out of there game.

First i thought that this is a great program but isn't it just a prog which opens and edits the stream.ini which looks like this

Not entirly, it gives beginers and non-modder the help and simple editing that they need. Editing the stream can cause problems if not done correctly. The program will help you there. If you have enough experiance to do it with notepad then i'm not stoping you. But this is the simple and easiest way. And it does have other features too that you may have missed.

Search around Microsofts site, they usally have updates to fix missing files.

uh, how is your program easier to use than word/notepad? I looked and I saw nothing that would help make things easier for a "beginner"

Would be more useful if you could write a tutorial about makeing easy program with VB
that would do this:
