To unlock the Import/Export list, you must complete the mission "Customs Fast Track", given to you by Cesar. This is the third mission in his series of missions in San Fierro. In this mission, Cesar and CJ head down to the docks to take a car which has arrived on a ship. You must use the large yellow crane to take shipping crates off of the ship. Use to lower the magnet, to raise it. To release the magnet from a car or a box, press . Place the crates on the ground before you release them, or else they may break open and at that point you fail the mission. The car, a Jester, is always in the third crate.
Following this mission, the Import/Export missions will be unlocked. You must "export" cars listed on a wishlist located near the crane and the ship. This is done like the mission "Customs Fast Track" except you take the car off the ground, and put it on a circular red marker on the deck of the ship. The wishlist is located just beyond the crane, near the drydock in which the NRG Challenge takes place. It seems to be a chalkboard. The wishlist has ten cars on it which you must find. After you find the ten cars on the list, the list will be cleared and a new one will appear. Find those ten cars, and yet another list will appear. This is the last list. There are 30 cars total, ten for each of the three lists.
For each vehicle you export, you will receive a cash reward. But you must be careful, because you will lose money proportional to the damage on the vehicle. It should be noted that there is a Pay N' Spray very close to the I/E crane, beside Wang Autos. Make use of this if your car is damaged. The cost of $100 will certainly pay itself off if the vehicle is damaged at all. Be careful driving to the crane. I've found that taking the train tracks is a good way to go, as you can follow the tracks to the I/E crane when you reach the Doherty Train Station. But don't forget, you only have to go around the corner from the Crane to find a Pay N' Spray. The value of the cars decreases quite significantly with damage, so I must stress the importance of repairing them before you export them. Also, do be careful when using the crane and don't smack the vehicle into the ship or drop it onto the deck. Also, you cannot increase your cash reward beyond the starting value by moding it.
Once you have exported a car, it becomes available to import, at a cost. When you import a car, it appears on the deck of the ship. Use the crane to take it off, or I suppose you could drive it down the stairs. A vehicle can only be imported on a certain day of the week. In addition, for every five cars that you export, an extra car will be available to be importing.
To import a car, you must walk up to the wishlist and press , which will bring up a list of days. It will also move the selector (a bold text) to the day it currently is. Press to select a day, and view the cars which are available to import on that day. When the car you want to import is available on your current game day (which you can discover by pressing when not in a vehicle or targeting anyone. It will bring up a box, and the day will be a three letter word in the bottom corner), select it with and it will appear on the deck of the ship where you put a vehicle to export.

~~~As far as the use of importing cars, some cars could be considered "difficult" to find, such as a Monster or a Turismo, and the ability to import them makes finding them slightly easier. Monsters, of course, can be spawned with a cheat. A monster also shows up at Michelle's garage when you date her to 50% (I think) and when you complete the 8-Track in Los Santos. Turismo's drive around The Strip, but I'm not absolutely sure about San Fierro or Los Santos. For the second part of your question, no, the Import/Export missions after Customs Fast Track do not add vehicles to the autoshop.
