isnt that enoughh detail all i want to know if there is anything that can read your car position and angle in gta sa and where i can find it

I think he's asking if there's a program like San Andreas Place manager that will show you your orientation at the click of a button...

It shouldn't be too hard to figure it out on your own though, unless you need pixel-perfect placement of your vehicles or whatever. 0.00 is north, 180.00, is south, 90.00 is east, -90.00 is west. From that, (and looking at the giant "N" on your radar) you should be able to find it yourself I would think.
