Transparent?

wtf?

They are if you don't define their colours.

And if you really want to be sure, do this in CSS;

CODE
td, th, table, tr {
background:transparent;
}

You can get rid of the lines in between them by having no border. An example of some code.
HTML
<table width="100%" border="0" cellspacing="0" cellpadding="2"><tr><td>hello</td></tr></table>

Or... use CSS;

CODE
table {
width:100%;
border:0
}

And stop trying to view your site with PHP, use HTML files instead. When you add the PHP you need, then save it as PHP. If not, then don't.

Cascading Style Sheets.

Dreamweaver will embed a CSS without you asking anyway, if you look at the HTML code at the top you'll find a list of styles that you used on your text etc. On the bar at the bottom you'll find the "Style" drop-down, which selects CSS styles to use. It's a fancy way of manipulating a webpage, it allows you to use the same styles on multiple pages etc easilt, and provides some more advanced settings than the typical font tags etc.

offtopic:
if you want that something was transparent you can put in css

IE
CODE
filter:alpha(opacity=50);

FireFox (Mozilla) also work in Netscape
CODE
-moz-opacity:0.5;
