I cannot access that myself, but that is because of the forum permission masks, we cant do anything about it. I searched the gang forum and found that this is the link to the rules of gangs.

The topic in question is sat in the Recycle Bin which is why you can't access it. I'm not sure why you're still trying to use that link though, the forum headers in both of the public gang forums currently links to the correct topic - here (although this might have been updated recently)
