What I want to do is restrict ammo from peds in VC so that I pickup less ammo when they leave a gun behind.
Is there a way to do this by coding or is this hard coded??

So as I said: simple question, only the answer may be a bit harder.

I assume this is hardcoded, as I never saw an opcode for it. For actors that are spawned by the SCM script, you can offcourse simple reduce their ammunation.

Thank you Patrick, it's always nice to see a fellow countryman help me out.
I was already affraid of this but just wanted to verify this.

By the way I almost forgot, but I guess the fact that cars are fixed after you put them in one of your garages is also hardcoded, right??

Yes, garages are simply defined in the SCM, their functions aren't.
