I found this quote from the Powerplay magazine interesting:

The part that is interesting is the if its clean enough part. I wonder if this means that the car washes will be in the game.

There's a comment in the surface info file reading:
CODE
# CARDIRT   makes car dirtier
# CARCLEAN   makes car cleaner

I think the main problem is they never assigned any surfaces as 'cleaners', something which would only take around five minutes work.

So not so much 'adding' the feature, simply fixing it.

But, yea, 'tis a file from the ps2 that sets surface properties for solid objects. PC version will have the same files, so if R*^ doesn't fix it themselves, someone here can probably have a mod for (mostly) working carwashes in a few minutes. Getting them to spin and stuff might be hard, but making them clean cars should be easy enough.

but after reading this article it sound like rockstar is planning on including this in the game.

Yeah I thought so too. I've only played SA a few times. Did R* take that feature out of the game at the last minute before releasing it?

I guess they did, I would have liked to see that in the game anyway.

This is definitely something that leaves me with a serious "who cares?" feeling. Can't you just put a car in any one of your many garages and get it out spotless?

I don't think it is a matter of cleaning the car itself, its the matter of realism. I think it is logical that if your car gets dirty over time, you can wash it. Throwing the car in your garage to clean it doesn't have the same effect. You have to realise this is a game with very few boundaries, so any little boundary like not being able to wash your car suddenly becomes an annoying limitation. I know it may seem like nitpicking, but when you have a game like this, you are constantly trying to lose such limitations.

A bit off topic, but did anyone else notice that in Vice City, Taxicabs are the only cars that have dirt marks on their damage model parts?

The comment about the car being clean enough is just a way of saying that the cars get dirty, not that you can actually clean them. Remember the magazine is a PC magazine meaning that they assume that they are dealing with people who havne't played the PS2 version.

Yes, that's absolutely right, if there weren't working carwashers in the PS2 version there won't be in either of these.

Car washes never worked in the ps2 version ie they won't work in pc version. Also putting cars in the garage doesn't clean them, just mends damage.

If it's something they merely forgot to put in, I see no reason why they wouldn't include it.
