This version removes unwanted faces, corrects the LOD positions, improved textures, nightlights removed, new TXD for the LOD objects and optimized DFFs. Just so you know the main cause of the lag was that in illcom_c5_r3.dff there were over 700 textures being used. How this came to pass is beyond me, thats about 10 instances of every texture used. So this version should solve all your problems. Not sure if this is PLS compliant though.
