nope but that's another cool secret.
But yah.. the one i'm talking about is right at the bridge connecting Downtown to Prawn Island... And apparently you have to get in the Sea Skimmer from the Film Studio and fly under the bridge (upside down?) and press L2 + R2 to see him under the bridge!

For those of you who don't know who Jimmy Hoffa is, here is a little insight.
Hoffa was the powerful and controversial leader of the Teamsters Union from
1957 to 1971. Often alleged to have ties to organized crime, Hoffa was
finally convicted of fraud and jury tampering in 1964 and served four years
in prison before President Nixon commuted his sentence. In 1975, while trying to regain power in the union, Hoffa disappeared from a restaurant parking lot in Bloomfield Hills, Michigan. He was widely assumed to have been killed by the Mafia. His body was never found, and in 1983 he was declared legally dead. In September of 2001, news reports claimed that DNA tests by the FBI had tied Hoffa to a car driven by his associate Charles O'Brien the day Hoffa disappeared suggesting that charges might still be brought in the case. Now, on to the easter egg. Many believed Hoffa to be thrown in a cement mixer and mixed in with an architectural structure.
Well, to see Jimmy Hoffa mixed inside a bridge, go get the Sea Skimmer from its fixed location if you have the film studio missions done otherwise you can't do this. Once you get it, go north to the bridge. Now, try to fly under it. Since the Sea Skimmer is too big, you will go through the bridge a bit. Now, there will be a body inside the bridge. That's a cool easter egg along with the guy in the cement shoes.
Anyone think they can find it now?

Has anyone been able to produce a screenshot of this? I tried parking a boat next to all of the pillars and using the rocket launcher to look inside, but haven't found anything.
Can anyone who has seen this give more of an exact location on the bridge to find it?

Some think it's a glitch in the game rather than a reference to Jimmy Hoffa.
Look at the above post of someone who claims to have seen it. I did a search and found others who also said they have seen it for themselves. Read the different web sites with hints on how to find it.
Like I said above I've never really believed this to be true. But for someone who is interested in seeing and doing everything in the game and with people claiming that it is true I thought why not look for myself once.

They are the only seacorpse entries in all the IPL files.
Grab Data Tool by Delfi and load the Radar Map option
and enter the X & Y co-ords (see screenshots)
load up Moo Mapper and look for the entries in
the islandsf.ipl file.
Neither is under or in a bridge ;o)
It may be different in PS2 but I doubt it.
I liked this story but it just isn't true and that's why
nearly 2 years after release no one has taken a screenshot
of Hoffa in a bridge.
Corpse 1 is on the far side of the apartment buildings across from the
building site on Starfish Island road. See map below.
Corpse 2 is mid-channel between Starfish Island Bridge and
Prawn Island Bridge. See map below.
and for further doubters. Load the dff file in ZModeler - doontoon76 - no
hidden models anywhere ;o)

If it's a glitch and for some reason a ped was showing up inside the bridge would it even be possible to see the error in the files or code? I'm not trying to drag on about it being real or not. I'm just curious. If multiple people are claiming to have seen it they could be playing along with the joke or perhaps they were able to produce the glitch.
I dunno, I'm still viewing it the same way I did in the beginning. There isn't any truth to it.
